About The Position

The Commonwealth of Pennsylvania is seeking a Business Analyst responsible for producing structured requirements and project documentation to support clear scope definition, process understanding, traceability, and successful project delivery.

Requirements

Minimum 3 years of experience as a Business Analyst
Experience eliciting, analyzing, and documenting business requirements
Experience developing SOWs, project charters, and scope documentation
Experience creating use cases, functional specifications, and process documentation
Experience with workflow diagrams and business process modeling
Experience maintaining requirements traceability
Experience supporting UAT and developing acceptance criteria
Strong documentation, analytical, and communication skills

Responsibilities

Develop structured documentation supporting project governance and delivery transparency
Elicit, analyze, and document business requirements with stakeholders and technical teams
Create Statements of Work (SOW), project charters, and scope-defining documentation
Produce requirements artifacts including business requirements, use cases, and functional specifications
Document current-state and future-state processes using workflow diagrams
Maintain requirements traceability across design, development, testing, and delivery
Develop acceptance criteria and support User Acceptance Testing (UAT)
Prepare project documentation including meeting summaries, decision logs, and stakeholder artifacts
Collaborate with project managers, technical teams, and business stakeholders
Maintain organized documentation repositories for knowledge management and audit readiness
