About The Position

This Statement of Work is for an individual with expert knowledge in Business Analyst practices. Under limited supervision, the contractor will identify business requirements, problems, and issues, and make recommendations using Adobe Enterprise Management (AEM) and OnBase to automate HR-related processes and move towards a paperless system. The individual should also demonstrate expert knowledge in enterprise software such as SAP, with an emphasis on SC Enterprise Implementation System (SCEIS). The role involves working on special projects with the five areas of TBS using their integrated tax system, SharePoint, and the Microsoft Office Suite, acting as a liaison between the business and technical sides. The Business Analyst must be able to function effectively at all levels of the agency. Responsibilities include documenting recommendations for improvements, including expected benefits and savings, and collaborating with various application and agency teams to understand data requirements. Design documentation, including support procedures, guidelines, and checklists, will need to be produced.

Requirements

  • Expert knowledge in Business Analyst practices.
  • Expert knowledge in an enterprise software such as SAP (e.g. with emphasis on SC Enterprise Implementation System (SCEIS)).
  • Ability to function easily on every level of the agency.
  • 6+ years of experience with SAP SCEIS functions and processes.
  • 6+ years of experience as a Business Analyst
  • 6+ years of experience with MS Excel
  • 6+ years of experience with SharePoint
  • 6+ years of experience with process improvements and establishing tracking and performance metrics
  • Complete discretion and trustworthiness.
  • Knowledge of federal requirements for handling of confidential data.
  • Customer-oriented.
  • Attentive to the needs of internal and external stakeholders of Taxpayer and Business Services sections.

Responsibilities

  • Identify business requirements, problems/issues, and make recommendations using Adobe Enterprise Management (AEM) and OnBase to automate HR processes and move to a paperless process.
  • Demonstrate expert knowledge in enterprise software such as SAP (e.g., with emphasis on SC Enterprise Implementation System (SCEIS)).
  • Work with the five areas of TBS in special projects using the integrated tax system, SharePoint, and the Microsoft Office Suite.
  • Perform a liaison function between the business side and the technical side.
  • Document recommendations on improvements, including expected benefits and savings.
  • Work with various application and agency teams to understand data requirements for each area of the organization.
  • Produce design documentation documenting support procedures, guidelines, and checklists.
  • Works closely with Deputy Director and Division Administrators on one-time requests for data and other information with time sensitivity, various administrative tasks and providing advice as relevant to daily activities with the Taxpayer and Business Services Division.
  • Works closely with Security and Technology Services staff and Human Resources.
  • Analyzes and evaluates existing policies, programs, plans, systems, operations, procedures, and documents to develop improvements in efficiency, effectiveness, and productivity.
  • Develop test scenarios and execute for correctness.
  • Effectively interact and communicate with peer to Director-level professionals.
  • Provide feedback to team regarding business requirements, enhancements and new features.
  • Ability to ask pertinent questions of others.
  • Proactively seek to identify, communicate and implement process related improvements.
  • Effectively manage multiple tasks and activities concurrently and able to provide periodic status updates to key stakeholders.
  • Collaborate extensively with peers and management to resolve issues while actively contributing to a growing knowledge that improves the effectiveness of our team and our processes.
  • Prioritize issues and effectively manage the resolution of all issues within accepted service levels. This includes ownership of the issue and appropriately updating both client and appropriate employees of status of all issues on a timely basis.

  • Troubleshoot and recommend options.
  • Develop workaround solutions as appropriate.
  • Serve as a liaison to the technical teams and business units.
  • Escalate complex problems to other groups, TBS Management, or IT Help Desk.
  • Using test scenarios, test system to ensure the desired result is achieved.
  • Adhere to corporate information security guidelines and promote information security among coworkers.
  • Mentor and lead junior staff members.
  • Performs other duties and special projects as assigned.
