About The Position

SMX is seeking a highly motivated Business Analyst – Mid to support a mission-critical federal program in Washington, DC. This individual will work directly with government stakeholders, mission users, product owners, and technical teams to capture, analyze, and document business requirements that support enterprise modernization, mission operations, and technology transformation initiatives. The selected candidate will serve as a key liaison between business and technical stakeholders, ensuring mission needs are accurately translated into actionable requirements and delivered solutions. This role requires strong analytical, communication, and problem-solving skills, as well as experience supporting Agile development teams, business process improvement efforts, and complex federal IT environments. This position will be on site in Washington DC and requires an active Top-Secret SCI clearance.

Requirements

  • Active TS/SCI clearance required
  • Minimum of 5 years of professional experience supporting business analysis, requirements management, systems implementation, or process improvement initiatives
  • Experience gathering, documenting, and managing business and functional requirements within a federal government environment
  • Experience developing user stories, acceptance criteria, process flows, workflow diagrams, and business requirements documentation
  • Experience supporting Agile software development methodologies and cross-functional delivery teams
  • Ability to analyze, interpret, and decompose complex business problems into actionable requirements
  • Strong analytical and quantitative problem-solving skills
  • Experience facilitating stakeholder meetings, requirements workshops, and business process discussions
  • Strong written and verbal communication skills with the ability to engage both technical and non-technical audiences
  • Experience utilizing collaboration and project management tools such as Jira, Confluence, Azure DevOps, or similar platforms
  • Ability to manage multiple priorities and work independently in a dynamic mission environment

  • Bachelor’s degree in Business Administration, Information Systems, Data Analytics, Management, Engineering, or a related field
  • Experience supporting federal law enforcement, intelligence community, homeland security, or national security programs
  • Experience supporting enterprise modernization, digital transformation, or business process reengineering initiatives
  • Familiarity with data analytics, reporting environments, and data governance principles
  • Experience supporting cloud-based applications and enterprise technology platforms
  • Knowledge of SAFe Agile, Scrum, or other Agile frameworks
  • Certified Business Analysis Professional (CBAP), PMI-PBA, SAFe, Scrum, or related certification preferred
  • Experience supporting requirements traceability, testing, and implementation

Responsibilities

  • Lead requirements gathering, analysis, and documentation activities with government stakeholders and mission users
  • Facilitate stakeholder meetings, workshops, interviews, and working sessions to identify and prioritize business needs
  • Develop and maintain business requirements documents, user stories, acceptance criteria, workflow diagrams, process maps, and concepts of operation (CONOPS)
  • Support Product Owners and development teams in backlog creation, refinement, prioritization, and sprint planning activities
  • Analyze current business processes and identify opportunities for operational improvements, automation, and increased efficiency
  • Translate business needs into functional and non-functional system requirements for technical implementation teams
  • Ensure user perspectives and mission requirements are accurately represented throughout the system development lifecycle
  • Support user acceptance testing (UAT), validation activities, and requirements traceability efforts
  • Develop executive briefings, status reports, recommendations, and decision-support materials for government leadership
  • Collaborate with developers, engineers, architects, testers, and program leadership to ensure successful solution delivery
  • Document business rules, workflows, dependencies, assumptions, risks, and operational impacts associated with proposed solutions
  • Support change management, user adoption, and process improvement initiatives across the program
