About The Position

The Business Analyst bridges the gap between business operations and technical delivery, supporting complex health informatics and enterprise transformation initiatives. This role analyzes organizational processes, assesses operational and functional needs, identifies technology gaps, and translates business objectives into fit for function technology solutions. Working independently and collaboratively with stakeholders, the Business Analyst facilitates requirements gathering, process improvement, solution design, system implementation, and organizational change efforts. The role supports strategic initiatives across functional areas including clinical operations, research, finance, human resources, supply chain, and enterprise operations, helping ensure technology investments align with organizational goals and business priorities. This role is expected to bring the required domain expertise and analytical skills to federal health agency engagements, contributing to Essex’s mission of continuous improvement and client excellence.

Requirements

Bachelor's degree in Information Technology, Health Informatics, Public Health, Business, or a related field required; Master's degree preferred.
Minimum six (6) years of progressively responsible business analysis experience supporting enterprise technology, health IT, clinical informatics, research operations, or related environments.
Experience assessing organizational operations, defining business requirements, and supporting enterprise transformation initiatives.
Experience supporting large-scale system implementations, ERP initiatives, interoperability efforts, or business process modernization projects.
Strong knowledge of business analysis methodologies, process modeling, workflow analysis, and requirements management.
Experience developing business cases, conceptual business models, process maps, user stories, functional specifications, and acceptance criteria.
Familiarity with Agile, Scrum, and traditional SDLC methodologies.
Experience with requirements and project management tools such as Jira, Confluence, Azure DevOps, or similar platforms.
Knowledge of data analysis, reporting, and visualization tools such as SQL, Excel, Power BI, or Tableau.
Understanding of enterprise applications, system integrations, APIs, databases, and data governance principles.
Experience supporting testing, validation, compliance, and change management activities.
Ability to assess organizational and functional operations and identify technology-related risks, deficiencies, and improvement opportunities.
Strong analytical and problem-solving skills with the ability to evaluate complex business and technical challenges.
Demonstrated ability to translate business needs into actionable technology solutions and implementation plans.
Experience working across multiple functional domains, including operations, research / clinical trials, finance, human resources, supply chain, and/or healthcare environments.
Strong facilitation, stakeholder management, and consensus-building skills.
Excellent written, verbal, and presentation communication skills.
Ability to work independently, manage competing priorities, and drive initiatives to successful outcomes.
Proven ability to collaborate effectively with business leaders, delivery teams, solution architects, developers, and operational stakeholders.
Equivalent combinations of education, training, and experience may be considered.

Nice To Haves

Experience supporting federal health agencies, such as HHS, NIH, NCI, FDA, VA, or DoD programs.
Familiarity with federal contracting environments, governance frameworks, and compliance requirements.
Relevant certifications such as: CBAP (Certified Business Analysis Professional), PMP (Project Management Professional), ITIL Foundation, CPHIMS, Lean Six Sigma (Green Belt or higher)

Responsibilities

Partner with clients and stakeholders to assess current-state operations, business processes, workflows, and organizational challenges and needs.
Facilitate workshops, interviews, and working sessions to elicit, analyze, and validate business, functional, and technical requirements, driving consensus and solution-oriented outcomes.
Develop conceptual business models, process maps, use cases, user stories, acceptance criteria, and other requirements artifacts.
Communicate findings, recommendations, risks, and solution impacts effectively with technical teams, end users, and executive leadership.
Participate in strategic assessments, account planning sessions, and solution design reviews to ensure alignment with enterprise objectives.
Analyze operational and functional environments to identify pain points, process inefficiencies, technology gaps, risks, and opportunities for improvement.
Recommend strategies and technology solutions that improve IT operations, business performance, and cross-functional collaboration.
Support health IT, interoperability, and enterprise system initiatives through requirements analysis, solution design, and process redesign.
Develop and maintain detailed process documentation using standard methodologies: workflow diagrams, storyboards, process mapping, root cause analysis, value stream mapping, and stakeholder analysis.
Collaborate with business, data science and informatics, and technical teams to define solution approaches and implementation roadmaps.
Ensure solutions align with governance, security, privacy, compliance, and organizational standards.
Support all phases of the Software Development Lifecycle (SDLC) and Agile delivery practices, including requirements definition, solution design, development collaboration, testing/UAT, deployment, release readiness, and post-implementation support.
Manage and refine product backlogs by, clarifying, and prioritizing requirements based on stakeholder value, operational impact, dependencies, risks, and changing needs; monitor and evaluate product progress throughout each stage of delivery.
Coordinate user acceptance testing (UAT), solution validation, data conversion, and system integration activities.
Identify, escalate, and assist in resolving complex business and technical issues that impact delivery success.
Deliver post-implementation support and troubleshooting, ensuring sustained adoption, usability, and training / knowledge sharing to support new tools and workflows, with emphasis on automation, efficiency gains, and responsible AI practices.
Support change management, training, knowledgebase development, and maintenance of documentation repositories, ensure accessibility to support knowledge management and configuration control
Serve as a Subject Matter Expert (SME) in health information systems, business operations, regulatory requirements, and governance frameworks.
