About The Position

We are seeking an experienced Business Analyst for a hybrid contract opportunity in Harrisburg, PA. The ideal candidate will have strong experience with formal requirements-gathering methodologies, business process analysis, BPMN workflow modeling, workflow diagrams, requirements documentation, and Requirements Traceability Matrix documentation. This role will serve as a liaison between business stakeholders, technical teams, and project leadership to understand business needs, document requirements, analyze processes, and recommend solutions that support organizational goals. The Business Analyst will be responsible for developing high-quality business, functional, user, non-functional, reporting, and traceability documentation.

Requirements

  • 4+ years of experience using formal requirements-gathering methodologies.
  • 4+ years of experience developing business, functional, and non-functional requirements.
  • 4+ years of experience developing and maintaining Requirements Traceability Matrices.
  • Experience conducting facilitated workshops for requirements analysis.
  • Experience creating workflows using formal notation such as BPMN.
  • Strong experience documenting business processes, system requirements, and stakeholder needs.
  • Strong organization, communication, and professional writing skills.
  • Ability to work with both business and technical stakeholders.
  • Ability to analyze complex business processes and present them clearly through documentation, workflows, and diagrams.
  • Work in a hybrid environment.
  • Report on-site in Harrisburg, PA at least one day per month.
  • Demonstrate experience with BPMN workflow modeling.
  • Demonstrate experience with formal requirements-gathering methodologies.
  • Demonstrate experience creating business, functional, and non-functional requirements.
  • Demonstrate experience creating Requirements Traceability Matrices.

  • Four-year college degree or equivalent professional experience.
  • Experience in government, public sector, healthcare, or enterprise IT environments.
  • Experience supporting system implementation, modernization, process improvement, or business transformation projects.
  • Experience developing project initiation documents, requirement specifications, report specifications, and process documentation.

Responsibilities

  • Serve as a liaison between business stakeholders, technical teams, and project leadership.
  • Conduct facilitated workshops, interviews, and requirements-gathering sessions.
  • Gather, analyze, validate, and document business needs and system requirements.
  • Develop business requirements, functional requirements, user/stakeholder requirements, and non-functional requirements.
  • Create workflow diagrams and business process models using formal notation such as Business Process Modeling Notation (BPMN).
  • Analyze current-state and future-state business processes.
  • Develop project initiation and requirements documentation, including goals, desired outcomes, and quality measures.
  • Create report specifications, including report purpose, justification, attributes, columns, owners, and runtime parameters.
  • Develop and maintain a Requirements Traceability Matrix (RTM) to track requirements throughout the project lifecycle.
  • Translate stakeholder needs into clear documentation for design, development, testing, and implementation teams.
  • Support test case development by ensuring requirements are clear, accurate, and traceable.
  • Create graphic representations of complex business processes.
  • Collaborate with cross-functional teams to recommend solutions that improve operations and support business objectives.
  • Ensure all documentation is organized, accurate, complete, and aligned with project standards.
