About The Position

Consult on the analysis of an application, troubleshoots system problems, and recommend solutions. Experience in business analysis and quality assurance for licensing systems, particularly within Texas state licensing agencies. Deep understanding of the license life cycle, including new license application and management processes. Skilled in creating detailed user stories, defining acceptance criteria, and performing manual testing to ensure functionality and compliance. Strong ability to interact with end users to gather requirements, validate solutions, and ensure a seamless user experience. Provide quality assurance consultation to projects, assignments, or special initiatives. Develop and review test cases; process change requests; and manage a project’s scope, acceptance, installation, and deployment. Maintain assigned business relationships with vendors, seek best value for new and renewing technologies, and review and approve monthly and annual invoices. Follow all TDA policies and procedures. Perform other duties as assigned. Write, test, debug, and document complex programs, including client/server and web-based applications using C# (.Net), Blazor, and/or SQL. Design, develop and implement specialized programs or routines to create, supplement, and enhance front and back-end web-based applications software using HTML5, CSS, C# .NET Blazor, SQL, Stored Procedures, Oracle, and SQL Server. Work closely and coordinate with systems analysts, architects, and various business areas to gather/validate requirements, understand technical issues, limitations and model solutions that meet the functional and technical requirements. Provide support of Texas Department of Agriculture applications software through diagnosis of problems and implementation of changes to resolve problems and maintain software at the most current level. Extensive experience in developing and enhancing applications using DevExpress tools, including advanced work with DevExpress grids for creating interactive, user-friendly interfaces. Ability to design and implement new stored procedures while maintaining compatibility with existing ones for the State of Texas licensing system. Proficiency in Visual Studio 2022 and .NET Core 9.0 to deliver scalable, high-performance solutions. Perform research and analysis required specialized programs or routines to supplement and enhance front- and back-end web-based applications software using HTML5, CSS, C# .NET Blazor, SQL, Stored Procedures, Oracle, and SQL Server. Recommend improvements to processes for application development projects, as needed. Perform other duties as assigned.

Requirements

Experience in business analysis and quality assurance for licensing systems, particularly within Texas state licensing agencies.

8 Required Experience with Agile methodologies, user story creation, working as part of an Agile team, participating in all Agile ceremonies, and leading Refinement and Sprint planning sessions.
8 Required Experience using Azure Dev Ops, Jira, or similar.

8 Required Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
8 Required Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
8 Required Coordinate with outside vendors and contractors to complete projects and service requests; and defines, assigns, and evaluates their work.
8 Required Identify opportunities to improve business processes through automation and help prepare proposals to develop new systems.

8 Required Review complex project deliverables such as charters, design documentation, test plans, and risk assessment plans; and provide comments and suggestions to document owners.
8 Required Develop training curricula and conduct formal training sessions covering assigned systems modules.
8 Required Develop the design and/or review of test cases; processes change requests.
4 Required Bachelor’s degree, or higher.
4 Required 4+ years of experience in development of web-based software applications.
4 Required 4+ years of experience root cause analysis and resolution.
4 Required 4+ years of experience programming in various coding languages including but not limited to: .Net, HTML, HTML5, ASP, Java, JSP, .NET/C#, front end and back-end user interface methodologies technologies, SQL, and stored procedures.
4 Required 4+ years of experience and proficiency in web programming using code languages: .NET/C#, JavaScript, HTML, CSS, SQL, Stored Procedures, Oracle, and SQL Server.
3 Required 3+ years of experience with Agile SDLC methodology.
3 Required 3+ years of experience working on a team performing a variety of SDLC related tasks.
3 Required 3+ years of experience in intra-team collaboration for requirements gathering and software development, modifications, and maintenance.
3 Required 3+ year of experience in presenting in-person software application change demonstrations for the purposes of seeking customer approval of proposed design.
2 Required 2+ years of experience using Azure Dev Ops, Jira, or similar.
1 Required 1+ years of experience programming in C# .Net Blazor.

Nice To Haves

Previous experience working with TDA systems.
