Role Summary MetaPhase is seeking a Business Analyst to support a federal Chief Information Officer organization. This role will help the client improve business processes, manage project execution, support organizational change, and develop executive-level communications that drive alignment across stakeholders. The ideal candidate is a strong communicator and relationship-builder who can translate complex operational and program information into clear recommendations, actionable plans, and polished presentations for senior federal leaders. This role aligns well to MetaPhase’s Advisory capability, where team members work alongside federal clients to plan, evaluate, and measure programs that support sustainable mission outcomes.

Requirements

  • U.S. Citizenship and ability to obtain and maintain a Public Trust clearance.
  • 7+ years of experience working with various levels of an organization as a Business Analyst, IT Business Analyst, Project Analyst, Management Consultant, or similar role supporting federal clients.
  • Experience supporting federal CIO, IT, procurement, budget, mission support, or shared services operations, including day-to-day program, governance, acquisition, or service delivery activities.
  • Strong project and process management skills, business analysis skills, including process mapping, requirements gathering, documentation, workflow analysis, and continuous improvement.
  • Excellent written and verbal communication skills, with the ability to create polished executive-level presentations and communicate clearly with technical, functional, and senior audiences.
  • Experience applying project and change management practices, including schedule management, risk/issue tracking, stakeholder communications, and status reporting.

Nice To Haves

  • Experience supporting federal CIO organizations, enterprise services portfolios, shared services modernization efforts, or business transformation initiatives focused on organizational change and enterprise-wide improvements.
  • Familiarity with federal budget formulation, budget execution, acquisition, procurement, financial systems, internal controls, or enterprise risk management.
  • Experience with tools such as Visio, Power BI, MS Project, or SharePoint and ability to adapt to an evolving suite of tools.
  • Knowledge of formal change management and project management frameworks like Prosci ADKAR, Lean Six Sigma, PMP, or other project, change, process improvement, or service management frameworks.
  • Eagerness to work in a dynamic environment with a can-do approach to getting work done.
  • Experience facilitating meetings with SES-level or executive stakeholders.

Responsibilities

  • Support CIO organization priorities by documenting current-state processes, identifying pain points, and recommending practical improvements across IT, enterprise services, shared services, and mission enablement functions.
  • Develop polished, client-ready deliverables, including process maps, project plans, decision briefings, status reports, meeting materials, executive presentations, and concise recommendations for senior leaders.
  • Apply traditional project management practices to track milestones, risks, issues, dependencies, decisions, and action items while helping teams stay aligned and accountable.
  • Support change management and adoption activities in a dynamic operating environment, including stakeholder analysis, communications planning, training support, and leadership engagement.
  • Build trusted client relationships by understanding stakeholder priorities, translating complex information into actionable insights, and coordinating across client and MetaPhase teams to deliver high-quality work.
  • Facilitate stakeholder interviews, working sessions, and requirements discussions with federal leaders, program offices, technical teams, and cross-functional delivery partners.

Benefits

  • Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimated range for this role is $110,000–$140,000 , based on experience, qualifications, level, and contract requirements.
