About The Position

The Office of Information Management (OIM) is seeking two Business Analysts to support enterprise-wide web application initiatives and Pharmacy Partner Hub programs. These roles require close collaboration with business stakeholders, technical teams, and federal/state partners to ensure business processes, requirements, enhancements, and new initiatives are thoroughly analyzed and documented for successful IT implementation. Analysts will participate in Agile ceremonies, testing efforts, cross-functional troubleshooting, and creation of customer-facing and technical documentation.

Requirements

  • 5+ years of business analysis experience, including requirements gathering and documentation.
  • Strong analytical, problem‑solving, organizational, and communication skills.
  • Experience with process mapping, feasibility studies, system documentation, and customer engagement.
  • Knowledge of SDLC and multiple project management methodologies (Waterfall, Iterative, Agile).
  • Ability to manage multiple concurrent priorities independently.
  • Strong SQL, PL/SQL, Oracle databases experience (5 years).
  • Web application experience with Oracle APEX, Microsoft .NET.
  • Bachelor's degree in IT, Information Systems, Computer Science, or equivalent experience.
  • Ability to blend methodologies together in the right proportions to fit a project and business environment
  • Facilitate Agile ceremonies: daily stand-ups, sprint planning, backlog grooming, retrospectives.
  • Excellent verbal and written communications skills
  • Strong analytical, planning, and organizational skills with an ability to manage competing demands

Nice To Haves

  • Healthcare information systems experience.
  • Familiarity with Commonwealth of Virginia SEC 501.
  • Experience with RFP development, .NET applications, and system upgrades/interface design.

Responsibilities

  • Gather and document business requirements for new initiatives, system enhancements, and application needs.
  • Document current and future state processes, GAP analyses, user stories, acceptance criteria, and process flows.
  • Facilitate Agile ceremonies: daily stand-ups, sprint planning, backlog grooming, retrospectives.
  • Conduct project meetings, demos, trainings, and prepare detailed meeting notes.
  • Present requirements to technical and business teams for validation and discussion.
  • Participate in functional and systems integration testing; develop test plans, scenarios, and results.
  • Support User Acceptance Testing (UAT) and customer validation.
  • Develop user guides, training materials, and provide implementation/maintenance support.
  • Collaborate with development, infrastructure, and support teams to resolve cross‑functional issues.
  • Utilize tools including MS Office, SharePoint, Teams, GitLab, MS Project, and Visio.
  • Support project managers in RFP/SOW reviews and Agile tool management.
