The Department of Children and Families is replacing their current system, LINK, with CT-KIND (Kid's Information Network Database) to comply with federal rules for a Comprehensive Child Welfare Information System (CCWIS), secure federal reimbursement, and update technology for efficiency and improved family outcomes. The CT-KIND Project Team is a collaboration of business, technical, and vendor staff involved in system planning, design, development, testing, conversion, implementation, and initial maintenance. This project supports Connecticut's human services modernization effort by leveraging technical infrastructure and enterprise service infrastructure for integration with CT-KIND and the sun-setting of LINK. The agency is committed to developing the next generation CCWIS with significant investment to ensure efficient, economic, and effective tools for Child Welfare Staff, Providers, and the children and families of CT. DCF exited a federal consent decree in 2022 and is shifting to a prevention framework under the Family First Prevention Services Act (FFPSA), developing a CT Child Safety Practice Model. The project utilizes a hybrid version of the Scaled Agile Framework for enterprises (SAFe) agile methodology. DCF collaborates with the Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS) for technical expertise, services, and IT infrastructure for its approximately 3,000 employees. DCF IS aims for continuous improvement in cost-effective, high-quality technology services.
