About The Position

Payroll, Pensions & Benefits Services manages a $1.8 Billion payroll system and is responsible for the delivery of pay, time entry, pension and benefit services, and reimbursements to approximately 24,000 City, Police and Library employees. You are responsible for providing professional expertise to the Payroll, Pensions and Benefits Service by analyzing and integrating business needs that include recommending and implementing new/enhanced functionality or technical solutions, ensuring legislated and contractual obligations are met, and identifying new or improved manual and automated processes to ensure effective and efficient payroll, pensions, and benefits services to employees. As a business expert, you recommend and implement changes to improve the functionality of current technology (in relation to Payroll, Pensions and Benefits) and operational processes. You coordinate and collaborate with ITS, Finance, Labour Relations, Human Resources, client departments and non-city groups in the ongoing operations that impact administration of pay, benefits and leave, and provides guidance and clarification to these groups on these issues.

Requirements

  • A 4-year university degree in finance, commerce, business administration, human resources management or related degree.
  • A minimum of five (5) years experience in business analysis, payroll, information systems administration, support or coordination.
  • Corporate computer systems/applications including SAP
  • Business analysis practices, techniques and report writing
  • Financial and related City of Ottawa business practices
  • Project management techniques and methodologies
  • Canada Revenue Agency related statutes and regulations at advanced level
  • Payroll, Pensions and Benefits technology products
  • Information systems development processes and strategies
  • Advanced knowledge of Microsoft Office Suite
  • City of Ottawa collective agreements
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
  • Work effectively under pressure of deadlines
  • Demonstrated knowledge of technology opportunities within a service environment
  • Function at an advanced level in analysis and problem solving
