About The Position

SCDHHS is the State Medicaid Agency for South Carolina and is currently managing one of the largest IT modernization initiatives in the state, including MMIS Replacement and Member Management Replacement projects. The selected Business Analyst will support complex Medicaid and healthcare technology initiatives by analyzing business processes, documenting requirements, and collaborating with stakeholders and IT teams.

Requirements

  • 5+ Years of experience as a Business Analyst on Government IT projects
  • 5+ Years of experience eliciting, documenting, and analyzing business rules and processes
  • 3+ Years of Medicaid or Healthcare industry experience
  • Strong understanding of business modeling and process flow techniques
  • Experience with graphical process flow tools and documentation standards
  • Excellent written and verbal communication skills with strong English proficiency
  • Experience gathering requirements through stakeholder interviews, policy reviews, and regulatory analysis
  • Ability to communicate effectively with executive leadership, project teams, and technical staff
  • Candidate MUST be a SC resident or willing to relocate to SC prior to starting the role at their own expense

Nice To Haves

  • Medicaid or healthcare insurance subject matter expertise
  • MMIS project or operations experience
  • Microsoft Project / Project Server experience

Responsibilities

  • Serve as liaison between business units and IT teams to deliver effective technical solutions
  • Analyze current business operations, workflows, and identify process improvement opportunities
  • Gather, elicit, document, and validate business requirements and functional specifications
  • Translate high-level business requirements into detailed technical documentation and use cases
  • Assist with business process redesign, workflow analysis, and implementation strategies
  • Document business rules, process flows, data relationships, and technical requirements
  • Participate in requirements management activities including change control, traceability, and status reporting
  • Provide guidance and clarification to development, QA, and technical teams
  • Identify risks, issues, and recommend potential solutions proactively
  • Work closely with vendors, stakeholders, federal/state agencies, and internal project teams
  • Research business rules, policies, and healthcare regulations related to Medicaid systems
  • Maintain project documentation, requirements repositories, and process models
  • Support project meetings, stakeholder communications, and implementation activities
