About The Position

The Business Analyst will support agency initiatives by evaluating current and future business processes, gathering and documenting business requirements, and providing analysis and recommendations for information technology and business solutions. The selected candidate will serve as a bridge between business stakeholders and IT teams to ensure technology solutions align with business needs. The Business Analyst will analyze business operations, identify opportunities for process improvements, document requirements, support system enhancements, and collaborate with technical teams throughout the project lifecycle.

Requirements

  • 1+ year of Business Analysis experience with IBM Cúram software.
  • 1+ year of experience supporting government IT projects as a Business Analyst or related role.
  • 1+ year of experience eliciting, analyzing, mining, and documenting: Business rules, Business processes, Requirements
  • 2+ years of experience with Medicaid Eligibility or healthcare insurance systems.
  • Experience with formal business process documentation methodologies.
  • Candidate MUST be a SC resident or willing to relocate to SC prior to starting the role at their own expense.

  • Strong ability to create: Business Requirements Documents (BRD), Functional Requirements Documents (FRD), Use Cases, Process Documentation
  • Experience gathering requirements through stakeholder interviews, policy documents, regulations, and business rules analysis.
  • Knowledge of business modeling techniques and graphical process flow tools.
  • Ability to communicate effectively with: Executive management, Business users, Project managers, Technical teams, External stakeholders

Responsibilities

  • Serve as a liaison between business program teams and IT teams to identify and implement effective solutions.
  • Develop a strong understanding of supported business units, their processes, systems, and operational needs.
  • Analyze existing business processes (As-Is) and define future processes (To-Be) to identify improvement opportunities.
  • Conduct requirement gathering sessions with business stakeholders to capture, analyze, and validate business needs.
  • Translate high-level business requirements into detailed functional specifications for IT teams.
  • Create and maintain business requirements documents, use cases, process flows, and business rules.
  • Support business process redesign and documentation activities for new technology implementations.
  • Collaborate with technical teams, QA teams, project managers, vendors, and stakeholders throughout project delivery.
  • Document and analyze business processes, data requirements, and system relationships.
  • Participate in requirements management activities including: Change control, Version control, Requirements tracking, Status reporting, Traceability management
  • Provide requirements interpretation and guidance to development and testing teams.
  • Identify project risks, issues, dependencies, and recommend possible solutions.
  • Work with internal and external stakeholders including vendors, government agencies, providers, and business users.
  • Research and maintain business rules, requirements, and process models within designated repositories.
  • Support buy-versus-build analysis and provide recommendations when needed.
  • Perform other project-related duties as assigned.
