About The Position

Client First Technologies is seeking a Business Analysis and Facilitation Subject Matter Expert (SME) to support a Government customer. The SME will provide expert-level support in requirements gathering, process optimization, and system integration. Responsibilities include delivering detailed business requirements, facilitating Agile ceremonies, and translating complex technical concepts into actionable business solutions that advance the Government customer's mission objectives. This is a full-time position located in Camp Springs, MD, with the possibility of telework. Veterans and military spouses are encouraged to apply. This position is contingent upon contract award.

Requirements

  • Bachelor's degree in Business, Information Systems, or a related field required.
  • Minimum of eight (8) years of experience as a business analyst or SME.
  • Minimum of five (5) years of experience supporting federal programs in areas such as process optimization, requirements analysis, and systems integration with a focus on immigration.
  • Certified Business Analysis Professional (CBAP), Agile Certified Practitioner (PMI-ACP), or equivalent certification required.
  • Demonstrated expertise in requirements gathering, process mapping, and workflow optimization.
  • Strong understanding of Agile methodologies, testing, and system deployment.
  • Ability to translate complex technical concepts into actionable business solutions.
  • Must be able to sit and stand for extended periods of time.
  • This position is subject to a DHS background investigation and must meet eligibility requirements for access to Sensitive But Unclassified (SBU) information.

Nice To Haves

  • Familiarity with DHS and systems supporting immigration related work preferred.
  • Occasional travel and overtime may be required.

Responsibilities

  • Deliver detailed business requirement documentation, including process flow diagrams, use cases, and functional specifications, drawing on knowledge of policy and the customer's IT landscape to support IT development initiatives.
  • Conduct retrospective analyses, process reengineering, implementation planning, organizational design, and organizational impact assessments.
  • Implement Lean and Agile frameworks, measuring impact through performance metrics and user satisfaction tailored to the Government customer's operational needs.
  • Develop and refine Agile tools, roadmaps, preparation of studies, and governance models; collaborate with the Government customer to understand and address new requirements and opportunities for products, features, and processes.
  • Establish prioritization mechanisms for backlog grooming and sprint planning, with transparent reporting.
  • Facilitate successful in-person and remote meetings, special projects, and initiatives.
  • Support workforce training and stakeholder engagement, identifying and readying users to alpha and beta test specific features.
  • Conduct user acceptance testing (UAT) with documented feedback loops to refine deployments before full-scale rollout.
  • Proactively develop strategies and recommendations for improvement opportunities, including policy and guidance development, ideation, and operations.
  • Collaborate with subject matter experts to create decision criteria, identify alternative solutions, evaluate pros, cons, and risks, and develop project metrics in support of operational readiness.
