About The Position

To efficiently and effectively supervise, manage, and coordinate the entire Business Office and the district's business affairs, ensuring that all non-instructional and educational support services help to achieve the district's educational goals with available financial resources. The Business Administrator/Board Secretary will act as the chief fiscal officer and ensure absolute compliance with all local, state, and federal laws, directives, and Board of Education policies.

Requirements

  • Possession of a valid New Jersey School Business Administrator Certificate or Certificate of Eligibility is mandatory.
  • Minimum of five (5) years of successful school business management experience, preferably with a background in public school or governmental accounting and finance.
  • Demonstrated expertise in public school finance, budget preparation, and administration.
  • Strong knowledge of Generally Accepted Accounting Principles (GAAP), New Jersey school law, state reporting requirements, and audit standards.
  • Familiarity with all aspects of school district operations, including purchasing, risk management, facilities planning, plant operations, transportation, grants (state and federal), and food services.
  • Proven ability to lead financial operations, manage large budgets, and provide strategic financial leadership.
  • Excellent organizational, communication (written and oral), presentation and interpersonal skills.

Nice To Haves

  • Eligibility for a Chief School Administrator Certificate or a Certificate of Eligibility (preferred) in addition to the School Business Administrator certificate.
  • Qualified Purchasing Agent (QPA) certification is preferred.

Responsibilities

  • Assist the Superintendent in the preparation and presentation of the annual school budget and administer all phases of the budget throughout the year.
  • Serve as the general accountant for the Board, maintaining accurate and detailed accounts of all financial transactions as prescribed by statute and policy.
  • Assume responsibility for the audit of all claims, invoices, and demands against the Board, presenting them for approval, and arranging for payment.
  • Oversee the preparation of the district payroll and works with the Human Resources Office on employee benefit programs, including hospitalization, prescription, and medical plans.
  • Manage the investment of Board funds in accordance with statute and policy.
  • Oversee the financial reporting and compliance requirements for all state and federal grants.
  • Serve as the official purchasing agent of the Board, establishing procedures for the acquisition of supplies and equipment in accordance with the New Jersey Public School Contract Law.
  • Administer the district's comprehensive insurance and risk management program.
  • Oversee the operation and maintenance of all school facilities, supervising custodial, grounds, facilities, and maintenance services, and ensuring compliance with all health and safety standards.
  • Assist the Superintendent in the projection of facility needs, oversee all construction programs, and prepare and supervise the district's Long-Range Facilities Master Plan, Facility Strategic Plan, and District Strategic Plan.
  • Be responsible for the safe and efficient operation of the student transportation program.
  • Oversee the management of the food service program.
  • Safeguard and maintain all records and papers of the Board, devising a system of recording and filing to guarantee the safety and availability of all reports, minutes, contracts, and official documents.
  • Notify all Board members of regular and special meetings and ensure public notice of all Board Meetings is provided as required by the Open Public Meetings Act.
  • Attend all Board meetings and record all proceedings, preparing the official meeting minutes and handling all official correspondence of the Board.
  • Perform all duties related to school elections as required by law.
  • Preside at the annual reorganization meeting of the Board until a President is elected and administer the Oath of Office to newly elected Board members.
  • Serve as the Records Management Officer, responsible for the retention and destruction of public documents in accordance with state law.
