About The Position

Interpret and analyze policies, procedures and business processes, and monitor program compliance. Provide technical guidance related to performance management, organizational effectiveness and problem resolution across the agency. Provides day-to-day leadership for critical functions within the Business Integrated Solutions Office and directs resources to carry out these functions through the development, execution, and evaluation of the programs related to these functions with the overall goal of improving VDOT's operating efficiency and effectiveness by systematically analyzing and re-engineering critical policies, procedures, functions, and processes and providing an independent resource to address claims and facilitate timely delivery of the process. How you will contribute: Claims: Facilitating Claims adjudication by administering the administrative hearing process as prescribed by Code and delegated to the Commissioner of Highways. Data Information Systems: Directs others in using VDOT's data information systems to mine data and analyze and interpret results and developing automated management information reports for use by managers at all levels within VDOT but particularly senior leadership. Develops performance measures that ensure VDOT is meeting goals and objectives as outlined in the department strategic plan and business plan. Leadership: Functional leadership over business process re-engineering related to construction process improvement. Day-day leadership over business process re-engineering of Maintenance and Operations business functions.

  • In-depth knowledge of state government organizations, functions, and transportation systems, operations, and procedures.
  • Knowledge of supervisory practices and principles, to include hiring, discipline, performance management and employee development.
  • Proven ability to lead teams having diverse backgrounds to successful results.
  • Proven skills in oral and written communications and development of complex and sensitive reports and presentation materials.
  • Skill in the use of computers and web-based applications.
  • Technical knowledge of transportation related networks and related systems.
  • Ability to conduct program evaluations.

Nice To Haves

  • A combination of training, experience, or education in Engineering, Research, Evaluation, Industrial Engineering, or Business Management or related field desired.
  • Experience in a senior management position and experience managing a large and diverse staff, working in multiple programmatic areas.
  • Experience in research and evaluation principles, practices, and methodologies as well as working with business leaders and users of business processes to capture processes and identify issues and solutions.
  • Experience in transportation programs, policy, federal and State legislative and regulatory processes.
  • Experience researching requirements, regulations, and best practices.
