This position is located on Kwajalein Atoll in the Marshall Islands. It is an unaccompanied position (no family accommodation or pets). ESSENTIAL FUNCTIONS Decomposes complex work activities into manageable components through the preparation of project scopes of work, detailed schedules, budgets, objectives, and deliverables for projects involving all relevant stakeholders while ensuring technical feasibility. Identifies project resource requirements and coordinates directly and indirectly with project staff to ensure successful completion of the project; coordinates with project team members to ensure communication and understanding of scope, timeliness, assignments, and objectives; participates in work as applicable. Performs on-going review of project status; identifies possible project programmatic and technical risks; recommends and implements risk mitigation solutions as approved and as appropriate. Interfaces with project staff and stakeholders to manage changes to the project, which may involve changes to technical requirements, scope, cost, and schedule. Assists with the detailed reviews of Request of Proposals (RFP); assists and/or leads a team to develop technical elements, scheduling, and price estimates. Provides weekly, monthly, and quarterly status reporting on project performance using best practices both internally and externally. Assists with the development and support of local project management group processes, procedures, and best practices. Participates in the continuous improvement of organizational effectiveness by challenging established processes that do not contribute to value delivery, and develops better process alternatives, or new processes, to efficiently solve complex issues within the organization. Other duties as assigned.

  • Analyzing, organizing, planning, and administering various phases of material and/or services procurement for projects using established procedures desired. This includes, but not limited to, refining requirements with subject matter experts, developing requisition documentation, and then submitting to initiate procurement.
  • Developing logistics strategies to enhance the procurement, storage, and delivery of materials, equipment, and services to meet required timelines experience desired.
  • Experience assisting team members and subcontractors coordinating the shipping and redeployment of personnel and assets through proper channels and using non-standard methods when applicable desired.
  • Bachelor's degree in business administration, engineering, or related field, or an equivalent combination of education and experience.
  • Five (5) or more years of experience in project or program management.
  • Experience working with project management methodology including budget development, project planning, control and assurance methodologies, project management software and finance and accounting concepts and practices.
  • Experience working with techniques and approaches related to the architecture, development, integration, and deployment of project phases.
  • Experience working with in a Department of Defense contract or with Federal Acquisition Regulations.
  • Must be able to obtain and maintain a DoD Secret Security Clearance, which requires U.S. citizenship.
  • Must be able to relocate to the United States Army Kwajalein Atoll, Marshall Islands.
  • Must be able to obtain and maintain a U.S. passport.
  • Candidate must be capable of working in an engineering team environment, participating in technical activities throughout the development life cycle of the project, and maintain a close technical involvement with all contributing developmental organizations.
  • This position is unaccompanied.
  • Must be able to travel to other islands via air or boat transport.
  • The flexibility to work occasional non-duty hours or on weekends to support specific project or mission requirements.
