This position is located on Kwajalein Atoll in the Marshall Islands. It is an unaccompanied position (no family accommodation or pets). ESSENTIAL FUNCTIONS Decomposes complex work activities into manageable components through the preparation of project scopes of work, detailed schedules, budgets, objectives, and deliverables for projects involving all relevant stakeholders while ensuring technical feasibility. Identifies project resource requirements and coordinates directly and indirectly with project staff to ensure successful completion of the project; coordinates with project team members to ensure communication and understanding of scope, timeliness, assignments, and objectives; participates in work as applicable. Performs on-going review of project status; identifies possible project programmatic and technical risks; recommends and implements risk mitigation solutions as approved and as appropriate. Interfaces with project staff and stakeholders to manage changes to the project, which may involve changes to technical requirements, scope, cost, and schedule. Assists with the detailed reviews of Request of Proposals (RFP); assists and/or leads a team to develop technical elements, scheduling, and price estimates. Provides weekly, monthly, and quarterly status reporting on project performance using best practices both internally and externally. Assists with the development and support of local project management group processes, procedures, and best practices. Participates in the continuous improvement of organizational effectiveness by challenging established processes that do not contribute to value delivery, and develops better process alternatives, or new processes, to efficiently solve complex issues within the organization.
