About The Position
The Florida Department of Corrections is seeking a dynamic and experienced human resources leader to serve as the Chief of the Bureau of Recruitment and Retention within the Office of Human Resources. This senior leadership position within the Office of Human Resources is responsible for providing executive level leadership and strategic direction for the Florida Department of Corrections’ statewide efforts to recruit, hire, engage, develop and retain a highly qualified workforce. The Chief serves as the Department’s principal strategist and senior advisor on recruitment and retention matters and is responsible for developing comprehensive workforce strategies that address critical staffing needs, reduce turnover, strengthen employee engagement, improve employee experience, and position the Florida Department of Corrections as an employer of choice. Key responsibilities include overseeing talent acquisition, succession planning, employee development, compensation, benefits, and other critical human resource functions to ensure the Department has the talent and organizational capacity necessary to achieve its mission and strategic objectives. This position is not a telework approved position and is required to report to the FDC office in the area it serves.
Requirements
- Ten (10) years of professional experience in human resources.
- Postsecondary education may substitute for up to 4 years of the required experience.
- Six (6) years of professional experience in a management role.
- Support for knowledge, skills, and abilities should be demonstrated on the application, in the education, in the work experience, in the work sample, in the interview and/or during reference checks.
Responsibilities
- Develop, implement and maintain a comprehensive Department wide recruitment and retention strategic plan aligned with FDC’s mission, strategic priorities and operational needs.
- Ensure recruitment and retention strategies address the unique workforce needs of correctional institutions, Community Corrections, central office and specialized program areas.
- Identify systemic barriers to successful recruitment and retention and recommend policy, operational, legislative, or budgetary solutions.
- Advise and collaborate with senior administrators on personnel issues, solutions, policies, procedures, and regulations. Provide technical advice and guidance to field staff regarding personnel administration.
- Maintain accountability to the Secretary, Chief of Staff, and Director of Human Resources to sustain an effective and efficient workforce.
- Supervise and provide leadership to a team of over 70 employees, ensuring that employee relations are maintained and conflicts are resolved effectively.
- Implement succession planning strategies to ensure the organization is prepared for future leadership needs.
- Represent the Director of Human Resources in internal and external meetings and hearings, including legislative and administrative hearings and state and federal litigation.
