About The Position

The Orange County Emergency Services Department has an opening for a Bureau Chief, EMS Training and Development. The work is primarily responsibility for coordinating, planning and conducting Emergency Medical Services (EMS) training program. The EMS Bureau Chief of Training and Development is responsible for assuring that the necessary skills and knowledge are taught, participants are adequately trained, licenses and certifications are kept current, and records are maintained in accordance with local and State requirements. Work is performed under the general supervision of the EMS Division Chief allowing for with considerable leeway to exercise independent judgment within the guidelines of departmental protocols and guidelines. Supervision or leading others is a responsibility of this class. Does related work as required. This is a safety sensitive position and participation in the Drug and Alcohol Program is required. Fitness for Duty Assessment is required. An SBI background Check is required.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in emergency services or emergency management, Homeland Security, Public Administration or related field AND one (1) year of work experience as a certified Paramedic in an EMS system; OR Graduation from an accredited college or university with an associate’s degree in emergency services or emergency management, Homeland Security, Public Administration or related field AND three (3) years of work experience as a certified Paramedic in an EMS system; OR Graduation from High School or General Educational Development (GED) test equivalency AND seven (7) years of work experience in an EMS system with at least three (3) years as a Certified Paramedic.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Possession of North Carolina certification at the Paramedic level, or National Registry or other State Paramedic Certification with the ability to obtain North Carolina Paramedic Certification within three (3) months through the State OEMS legal recognition process is required.
  • Must be able to successfully obtain local practice credentialing through successful completion of the Orange County Field Training Evaluation Process within the first six (6) months of hire.
  • Possession of the North Carolina Office of EMS Level 1 Instructor Certification.
  • Must have the ability to attend meetings and events outside of regular business hours.
  • All offers of employment are conditional upon successful clearance of an SBI background check, Fitness for Duty assessment, and pre-employment drug screen.
  • Employment cannot commence until the employee has been cleared.
  • In accordance with Section 28 of the Orange County Code of Ordinances, and/or relevant State and Federal statutes, candidates for employment may be required to undergo fingerprinting and a criminal history background check based on the job responsibilities of the position.
  • A fingerprinting check is conducted by the State Bureau of Investigation (SBI), and a criminal history background check is conducted by an authorized Federal or State regulatory agency to determine eligibility for appointment.
  • Employment is contingent upon successful clearance through these checks, which are mandated for certain roles depending on the nature of the job and applicable laws.
  • Further, all offers of employment are contingent upon the satisfactory verification of your eligibility for employment, successful completion of the required pre-employment testing and/or screening, including drug testing when required and the submission and approval of all new hire documentation completion of your new hire paperwork.
  • Participation in the County Drug and Alcohol Screening program is required.
