About The Position

The Building Official performs complex, technical inspections and reviews and is responsible for managing the Building Services Division. This position will supervise and manage the activities of the Building Division by administering the adopted City Building Codes and Development regulations under the supervision of the Director of Development Services. The Building Official will monitor, learn, and administer all laws and trends related to local, state, and international building codes and standards.

Requirements

  • Bachelor’s degree in construction management, Architecture, Engineering, or a related field plus four (4) years of previous experience; or an equivalent combination of education and experience.
  • Certified Floodplain Manager certification or must be obtained within eighteen (18) months of hire.
  • Must possess and maintain Texas State Board of Plumbing Examiners License.
  • Must possess eleven (11) ICC certifications minimum to start.
  • Certifications must align with the following priority order for determining equivalent combinations of education and experience: Combination Commercial Inspector, Combination Residential Inspector, Plans Examiner, Energy Code Inspector and Certified Building Official.
  • National Incident Management System (NIMS) 100, 200, 700 is required or must be obtained within three (3) months of hire.
  • Must possess a valid Class "C" driver’s license.
  • Must pass a pre-employment drug screen, criminal background check, and MVR check.

  • Certified Public Manager Certification is preferred.

Responsibilities

  • Plan, direct, and coordinate building inspection division, ensuring consistent application of policies, codes, and ordinances.
  • Serve as the technical authority on building and inspection projects, resolving disputes, and ensuring compliance with complex construction projects including structural, mechanical, architectural, and lifesafety components as the subject matter expert to ensure compliance with all applicable codes.
  • Review and evaluate construction plans, engineering calculations, and development proposals for code compliance, recommending necessary modifications or alternate methods that meet the intent of related codes and ordinances.
  • Initiate and direct all field inspections, including damage assessments verifying that on-site practices match approved plans, materials, and construction methods.
  • Provide professional and technical assistance and code interpretation to architects, engineers, contractors, developers, staff, and the public regarding structural, electrical, plumbing, mechanical, and architectural requirements.
  • Ensure compliance with City, State, Federal, and regional regulations by researching legislation and assisting in developing ordinances, programs, policies, and operational objectives.
  • Assist in the review and approval process for building, permitting, and other development applications, coordinating with internal departments and external stakeholders.
  • Authorize Certificates of Occupancy, exercise authority granted under adopted building codes and ordinances.
  • Prepare written reports and correspondence, including inspection reports, agenda packets, letters, and documentation for boards and committees.
  • Maintain and support systems for all building records, including serving as building services subject matter expert.
  • Monitor, evaluate, and improve service delivery, including workload assessment, procedure analysis, internal reporting, and recommending operational efficiencies to the Director of Development Services.
  • Coach and provide leadership in technical training and professional development for development services staff to support continuous improvement and education.
  • Mentor, train, guide building & inspection staff and oversee team initiatives.
  • Write and maintain standard operating procedures for the division and prepare monthly reports as established and directed by the Director of Development Services.
  • Assist the Director with division budgets, making recommendations on annual priorities, resources, and project needs.
  • Attend council meetings regularly with the Director regarding the administration and operations of the division.
  • Perform any other related duties as required or assigned by the Director.
