About The Position

The Oregon Department of Transportation is seeking a Building Manager to oversee three of its facilities: the Mill Creek building, the Salem Materials Lab, and the Milwaukie Lab. This role involves analyzing facility needs, developing policies, and supporting management with system planning, budgeting, and project prioritization. The Building Manager also serves as the Mill Creek site emergency coordinator, responsible for emergency management, including evacuations and responding to emergencies. This is an opportunity to coordinate initiatives and contribute to safer, more efficient spaces.

Requirements

Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.
OR A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills.
Valid U.S. driver license and an acceptable driving record.
Skilled in facility management, with a proven ability to oversee multi‑phase projects from initiation through completion, coordinating effectively with others while working independently with minimal supervision.
Experienced in working with skilled and semi‑skilled contractors and vendors for the installation, repair, maintenance, upgrading and removal of facility systems, including obtaining and evaluating estimates and quotes.
Knowledgeable in ergonomic assessments, Americans with Disabilities Act (ADA) compliance, facility layout planning and cubicle assembly.
Experience using computer systems and business‑analysis software to evaluate data, identify best-value options and make informed recommendations.
Excellent communication skills, including the ability to convey information clearly verbally and in writing.
Demonstrated ability to act as a neutral party to de‑escalate challenging or sensitive situations.
Must have a valid U.S. driver license and an acceptable driving record.
Ability to lift or move up to 40 pounds.

Responsibilities

Develop, implement, evaluate, and refine strategic plans, deficiency lists, and resource management strategies in partnership with the business operations manager and ODOT Facilities to ensure effective management of owned and leased buildings, grounds, and related assets.
Track and monitor facility expenditures and make recommendations to support future budget planning.
Coordinate with staff and contractors to ensure timely resolution of building-related issues, including general operations, building security, access badges, and systems such as HVAC and plumbing.
Serve as the contract administrator for facility-related agreements, overseeing contracts for mail services, janitorial work, vending services, and building leases.
Provide project management oversight with ODOT Facilities for building relocations, workstation design and upgrades, or issues involving electrical systems, lighting, and ergonomics.
Develop and maintain the Mill Creek facilities manual, coordinating annual updates to ensure current and accurate guidance is available.
Actively participate in safety and emergency response committees and serve as the Mill Creek site emergency coordinator.
Research, analyze, and prepare reports for branch management by evaluating data and providing recommendations.
Gather input from managers to help coordinate and prioritize improvements to building systems.
Develop and maintain internal and external SharePoint sites for the Mill Creek building and Materials Lab.
Oversee and coordinate all communications related to Mill Creek facilities, including building issues, safety matters, and emergency management.
