About The Position

The Department of Military and Veterans Affairs (DMVA), Division of the Alaska Army National Guard (ARNG), is recruiting for a Building Maintenance Specialist. This position is in the General Government (GGU) bargaining unit at a range 19. This position is open to Alaska Residents only. As the new Building Maintenance Specialist, you will work both independently by managing construction and maintenance projects for State of Alaska and Federal Government facilities. This role is pivotal to the ARNG, you will be evaluating building conditions, preparing cost estimates, securing funding, developing bid documents and scopes of work, managing contracts, overseeing project progress through inspections, and approving contractor invoices. The role requires knowledge of building design, construction, procurement, and project management.

Requirements

  • Knowledge of building design, construction, procurement, and project management.
  • Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
  • Knowledge of the principles, practices, and methods used to determine, estimate, and analyze costs, including determining life cycle costs, application of cost models, and evaluation of cost realism.
  • Knowledge of materials, methods, and the tools to construct objects, structures, and buildings.
  • Knowledge of the physical, engineering, and experimental equipment and operational characteristics of facilities, and safety and equipment development designed to support activities.
  • Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes.
  • Education or training in engineering, architecture, business administration, or a closely related field and/or progressively responsible experience in facilities construction, operation, maintenance or repair; building management, structural engineering, architecture, or licensed general contracting.
  • Must be willing to travel out of state and in-state to remote areas by various modes of transportation, e.g., snowmobile, small aircraft, boat, all terrain vehicles, foot and other available means, to support Departments missions.
  • Must be willing and able to overnight in a camping environment with minimal amenities, e.g., sleeping bag on the floor and camp stove cooking.
  • If the incumbent has a valid AK Driver`s license, he/she will drive a regular vehicle for site visits, training, etc.
  • This position is required to pass a background check to obtain military base access.
  • Incumbent must be able to acquire and maintain access to retain this position.

Nice To Haves

  • A Project Management Professional Certification is desired, but not required.
