About The Position

The City of Lafayette is seeking a Building Plans Examiner with experience reviewing both residential and commercial building permit types. This position is focused on providing building plan review services to many different types of projects within the City of Lafayette. The City is experiencing a diverse growth in building activity from new single-family dwellings and multi-family to new commercial buildings and tenant finish projects and everything in between. The ideal candidate will have an ICC Combination Inspector and multiple Plans Examiner certifications and will have experience in either the public or private sector managing residential and commercial projects at the inspector or plans examiner level or will have equivalent experience with such projects. The successful candidate will have the desire to train and gain the certifications and experience to complete plan review services for Residential and Commercial Plumbing, Mechanical, and Building projects. This position is expected to assist with all types of Building Division duties in the absence of other staff, including the absence of Inspectors, Permit Tech, or the Chief Building Official, as needed.

Requirements

  • Experience reviewing both residential and commercial building permit types.
  • Experience with plan review and inspections in a residential setting.
  • Ability to assist with permit intake and general phone calls, emails, and walk-in customers.
  • Working knowledge of all applicable building codes and related state and local regulations.
  • Ability to read, interpret and explain such codes.
  • Ability to read, interpret and explain construction drawings.
  • Considerable knowledge of techniques and materials of the construction trade and of the stages in construction when possible defects in building, electrical, plumbing and mechanical installations may be easily observed and corrected.
  • Working knowledge of computers and ability to operate and learn various permitting software programs.
  • General knowledge of the principles and practices of city planning.
  • Demonstrated skill in preparing written reports and projects.
  • Demonstrated skill in the operation of equipment necessary to perform functions of the job.
  • Reading and interpreting blueprints and other similar drawings.
  • Applying knowledge of national uniform building codes, zoning, and land use applications.
  • Analyze, interpret, and check complex plans, specifications, calculations, laws, and regulations.
  • Enforce codes and regulations firmly, tactfully, and impartially.
  • Analyze situations quickly and objectively and determine proper courses of action.

  • High school diploma or equivalent, supplemented by two (2) years course work in building permit plan review, construction management, planning, architecture, or engineering.
  • Building Inspector & Plans Examiner: One (1) year experience either conducting combination inspections or plan review.
  • Senior Building Inspector & Plans Examiner: Three (3) years experience as a Plans Analyst and increasingly responsible experience in combination inspections and plan review, general construction or a related field or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.

Responsibilities

  • Examine plans for residential structures and commercial buildings for compliance with building codes and City regulations.
  • Examine all incoming plans on residential accessory structures.
  • Examine plans for residential dwellings and additions to same.
  • Perform preliminary reviews, as requested for residential remodels.
  • Review and approve site plans for mobile home sets and for fence permit issuance.
  • Reviews building permits as designated by the Chief Building Official.
  • Act as the initial contact person with the public with regard to building code and limited zoning code questions.
  • Answer code questions relative to basic residential and limited commercial construction.
  • Resolve or route customer complaints.
  • Serve as contact person for inspectors.
  • Review building permit applications and answer questions regarding zoning and building ordinances.
  • Enforce City ordinance regarding contractors’ licenses.
  • Process and issue permit and license applications.
  • Supply informational documents and simple plan outlines for permit procedures.
  • Maintain the building permit, license, and inspection programs.
  • Pinpoint problems and initiate requests for service, upgrades and/or additional programs for system.
  • Assist inspector by looking up information, clarification of information, cancellation of inspections, and address locations.
  • May act as the liaison with inspector and customer for scheduling of inspection times.
  • Advise homeowners, architects, designers, contractors and developers on code and design requirements.
  • Confer with architects, contractors, builders, and the general public in the field and office.
  • Develop citizen assistance/code related handouts and information.
  • Prepare and maintain a variety of records, reports, documents, and correspondence.
  • Initiate necessary written correspondence and maintain activity records.
  • Review submitted permit documents based on division policy and minimum information requirements for plan submittal.
  • Perform cursory review of plans to determine if minimum information is provided for plan acceptance.
  • Assist in reading and interpreting construction drawings and blueprints to ensure that specifications meet electrical, plumbing, mechanical, building, and accessibility construction codes.
  • Assist in the checking of building plans.
  • Assist in the conduct of zoning and general land use and code enforcement inspection work as assigned.
  • Maintain permitting and inspection services database which includes formatting, entering, retrieving data.
  • Preparing related monthly activity reports.
  • Recommending database modifications consistent with operational needs.
  • Perform building inspections on an as-needed basis to determine compliance with adopted building, zoning and other City adopted codes related to building construction.
  • Refer to approved construction plans, and confer with construction superintendents, architects, engineers and building owners.
  • Communicate inspection and plan review results orally, in writing, and electronically.
  • Assess re-inspection fees, post notices of non-compliance.
  • Answer questions and explain issues related to the codes, and results of building inspections.
  • Arrange inspection schedule to best serve the needs of the public.
  • Stay up to date on and maintain knowledge of existing, revised, and new state and local codes and ordinances and professional developments within the field.
  • Assume the duties of the Building Official in his/her absence.
  • Assist with coverage of inspections, permit intake, contractor licensing, and general emails/ phone calls in the absence of inspectors or the permit technician.
  • Perform related work as required and assigned.
