About The Position

The purpose of this position is to ensure compliance with the State Building Code, City Code Ordinances, and Rental Ordinance requirements. This role provides excellent customer service and ensures the effective implementation and enforcement of codes, ordinances, and laws to protect the safety and welfare of the community. The position issues various permits, conducts plan reviews, and performs building, rental, and property maintenance inspections. It also responds to complaints, resolves conflicts, consults with City staff, maintains records, prepares correspondence, and assists other divisions and departments as needed.

Requirements

  • Three to Five (3-5) years progressively responsible experience in building construction or inspection, applicable trade work, or any equivalent combination of experience and training which provides the knowledge, skills and abilities to perform the work.
  • Certification as a Building Inspector or Plans Examiner by the International Code Council (ICC) or equivalent credentials.
  • Ability to utilize standard office software as well as specialized software at an intermediate skill level.
  • Ability to exhibit excellent time management skills while coordinating an unpredictable workload.
  • Maintains confidentiality and security of all personnel data, documents and files.
  • Proper & safe use & maintenance of any assigned City vehicle, equipment, property, etc.
  • Attends all training to ensure a legal, safe, and compliant work environment.
  • Observes & practices safe work habits.
  • Maintains and monitors all training departmental & safety requirements to be legal, safe, & compliant with laws & regulations.
  • Ensure compliance with pertinent Federal, State and local codes, laws and regulations including the Minnesota Data Practices Act, (OSHA) Occupational Safety and Health Act and complies with all City and departmental policies and procedures.
  • Assist City departments, divisions, and outside agencies as directed.
  • Functions as a team member with all City employees, and effectively interacts with all levels of City personnel.
  • Effectively coordinates activities with other staff and City personnel.
  • Adheres to all City and department policies and procedures and requirements.

Nice To Haves

  • Certification as Building Official by the State of Minnesota.
  • Experience serving as a building inspector or code official in a municipality with a historic downtown or similar district.
  • Experience inspecting commercial industrial and mixed-use buildings.

Responsibilities

  • Ensures the effective implementation and enforcement of codes, ordinances, and laws to protect the safety and welfare of the community.
  • Issues various permits as required by codes, ordinances, and policies in a timely manner through efficient use of the building permitting system.
  • Conducts plan reviews to ensure compliance with Minnesota State Building Code, International Building Code (IBC), International Residential Code (IRC), International Mechanical Code (IMC), Uniform Pluming Code (UPC), International Property Maintenance Code (IPMC), and other applicable code requirements.
  • Meets with architects, engineers, developers, builders, and property owners to educate and advise on code requirements related to construction design, materials and practices.
  • Performs building inspections, rental inspections, and property maintenance inspections.
  • Responds to complaints and inquiries from property owners, developers, builders, and the general public.
  • Resolves conflicts as appropriate.
  • Consults with City staff as appropriate.
  • Maintains records of building and inspection activities.
  • Prepares correspondence as needed.
  • Assists other divisions and departments as needed.
  • Performs other duties of a similar nature or level.
