Our Miami is seeking and experienced Department Manager - Building Inspections to lead and oversee building inspection and code compliance operations. This leadership position is ideal for an experienced building inspection and code compliance professional with strong knowledge of the Florida Building Code, Private Provides Inspections, plan review, threshold inspection, and building operations. A Professional Engineer (P.E.) license nor CBO is not required for this position, but preferred. The Department Manager will be responsible for the department performance, technical and operations oversight, staff development, client relationships, project execution, financial performance, and the continued growth of UES's building code and inspection services. This is a hands-on leadership position. In addition to managing department operations, the Department Manager is expected to maintain approximately 40% billable field utilization, supporting active projects, inspections, client needs, and other revenue-generating field activities.

Requirements

  • High School diploma or equivalent
  • Required: ICC B1, WACEL Foundation or ACI Reinforced Concrete
  • 6+ years of residential or related code compliance experience
  • Excellent communication, leadership, and project management skills
  • Strong technical knowledge of safety rules, operating and maintenance instructions and procedural manuals
  • Experience with budgets, forecasts, and financial management.
  • Valid Driver's License with acceptable driving record
  • Knowledge of Microsoft Word and Excel.
  • Operational and project management experience
  • Experience in overseeing code compliance inspections
  • Ability to evaluate “Request for Proposals,” attend site meetings or converse with potential clients to develop a scope of services and associated cost estimate
  • Understand companies’ goals and objectives and execute accordingly
  • Understanding of human resource management principles, practices and procedures
  • Strong leadership skills; strong and proven work ethic

Nice To Haves

  • Preferred: ICC M1, P1, and E1
  • Florida Building Official license or active Professional Engineer (P.E.) license required.
  • State of Florida Standard Plans Examiner and/or inspector certification in one or more disciplines.
  • Strong knowledge of the Florida Building Code and applicable state and local regulations.
  • Experience working within managing or providing contracted services to a municipal or private building department strongly preferred.
  • Strong knowledge of permitting, plan review, inspections, and code enforcement processes.

Responsibilities

  • Lead the day to day operations and strategic growth of the Building Inspections Department, including staff management, project delivery, financial performance, resource planning and quality.
  • Maintain approximately 40% billable field utilization, including performing or supporting inspections, site visits, project activities, client engagements, and other billable field services as appropriate.
  • Review plans, certifications, inspections findings, reports and technical documentation for compliance with applicable codes, standards, and project requirements within the individual's qualifications and certifications.
  • Provide technical and operational guidance to plans examiners, clients, contractor, architects, and other stakeholders.
  • Assist with code interpretations, field discrepancies, construction deficiencies, and complex project or operational issues.
  • Ensure required reports, reviews, inspections, and documentation are completed accurately, professionally, and in accordance with established procedures.
  • Maintain current working knowledge of the Florida Building Code, applicable Florida Statutes, accessibility requirements, and other relevant codes and standards.
  • Monitor project schedules budgets, staffing levels, backlog, utilization, and overall department financial performance.
  • Ensure staff maintain all licenses, certifications, continuing education, and technical qualifications required for their assigned responsibilities.
  • Recruit, train, mentor and develop department personnel to support operational and business growth.
  • Develop and implement processes that improve operational efficiency, turnaround times, quality, safety, and customer satisfaction.
  • Develop and maintain strong relationships with existing and prospective clients.
  • Identify opportunities to expand services with municipalities, developers, contractors, architects, engineers, and other clients.
  • Evaluate Request for Proposals (RFPs), attend site meetings, and communicate with prospective clients to develop scopes of services and associated cost estimates.
  • Support business development efforts and assist with proposals, pricing, client presentations, and contract opportunities.
  • Ensure department activities are performed in accordance with company safety, quality, and operational standards.
  • Perform other duties as assigned.
