About The Position

Performs difficult skilled technical and administrative work planning, coordinating, supervising, and participating in the construction, maintenance, and repair of parks and recreation facilities, equipment, buildings, grounds, and cemetery, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Parks & Recreation. Divisional supervision is exercised over all personnel within the division.

Requirements

  • Associates degree or Bachelors degree and considerable experience in building and grounds maintenance and construction, turf management, ballfield and golf course maintenance, and landscaping including supervisory experience, or equivalent combination of education and experience.
  • Obtain Pool Operator certification within six months of hire.
  • Obtain Playground Safety Inspector certification within one year of hire.
  • Valid commercial driver's license in the State of North Carolina.
  • Considerable knowledge of the methods, tools, and equipment utilized in parks and recreation maintenance; considerable knowledge of the work hazards and applicable safety standards associated with the work; considerable knowledge of budgeting, purchasing, and personnel procedures; considerable knowledge of landscape architecture and turf management practices; considerable knowledge of the hazards and related liabilities and remediation strategies related to parks and recreation and other buildings and facilities; some knowledge of construction practices; some knowledge of parks planning; skill in the operation of assigned equipment and tools; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to plan and supervise the work of subordinates; ability to prepare reports and maintain records; ability to establish and maintain effective working relationships with other associates, patrons, sales representatives, vendors, and the general public.

Responsibilities

  • Supervises work crews in the repair and maintenance of City parks and recreational facilities, grounds, and buildings and other City facilities including the cemetery; maintains the turf management program; schedules and ensures that work is accomplished according to departmental and safety standards and that facilities are free of public hazards.
  • Participates and oversees inspection of departmental equipment, vehicles, and buildings.
  • Develops and coordinates with department Director in long range planning for parks and recreation and other facility preventive and corrective maintenance.
  • Recruits and selects division personnel; assigns, directs, trains and inspects the work of staff; motivates, coaches, counsels, and evaluates staff performance; participates in disciplinary action.
  • Creates and maintains management and operational manuals related to tasks performed by the division.
  • Participates and oversees in division budget development and administration, including preparing equipment specifications; orders materials and equipment.
  • Assists in managing various contracts related to construction projects for quality and adherence to specifications and budget; updates and maintains OSHA and EPA rules and regulations.
  • Participates in troubleshooting and problem solving of various tools and equipment.
  • Confers with Recreation Program Superintendent and Golf Course Manager in coordinating and implementing short and long-term facility repairs and improvements.
  • Instructs employees in proper work procedures, hazards, and safety precautions; provides feedback and quality assurance.
  • Prepares required and requested reports; maintains detailed and proper records on equipment, tools, and work activities.
