About The Position

This is a full-time position with the Department of the Military, located in the Construction and Facilities Management Office (CFMO), South Dakota Army National Guard (SDARNG). The position serves as the SDARNG's primary point of contact for the Installation Status Report (ISR) and BUILDER programs. The ISR program assesses and reports infrastructure readiness by evaluating the physical condition of facilities using Army-wide standards to help commanders prioritize resources. This role involves collecting data from stakeholders and conducting physical inspections of SDARNG facilities across 23 South Dakota communities to assess services, infrastructure, and mission capacity. The BUILDER program assesses and reports building system readiness for the Department of Defense, using automated data to model building system components, determine their Condition Index (CI), and project sustainment costs. This position will collect data and perform physical inspections to validate the CI for building systems in SDARNG facilities. Additionally, the incumbent will be trained to assist in the management of the Army Stationing and Installation Plan (ASIP) program, which is the database for installation demographics and the basis for Military Construction (MILCON) planning.

Requirements

  • Valid driver's license required.
  • Ability to obtain and maintain a Common Access Card (CAC) issued by the federal government.
  • Experience in utilizing computer programs spreadsheet/databases such as Microsoft Excel, Power Point, and Word.
  • Knowledge of state and federal government organization and structure.
  • Knowledge of the principles of administrative management, office procedures, and reporting.
  • Strong oral and written communications skills.
  • Knowledge of Basic Engineering Principals.
  • Knowledge of building construction, to include site evaluation and building design.
  • Knowledge of construction documents, building construction methods, and details.
  • Knowledge of Life-Safety Codes, building codes, fire codes, utility codes, military requirements and standards, and other applicable regulations.
  • Knowledge of state adopted building codes.
  • Knowledge of Military Construction Regulations and Unified Construction Criteria.
  • Ability to present complex technical issues clearly and concisely in both oral and written communications.
  • Ability to establish work relationships with coworkers and other directorates.
  • Ability to communicate information clearly and concisely.
  • Ability to read and understand regulations, polices, and directives.
  • Ability to review data input for accuracy and completeness.

Nice To Haves

  • Four year degree, preferably in an engineering, construction management or related field.
  • 3 to 5 years relevant experience in building and facility inspections is preferred.

Responsibilities

  • Serve as the SDARNG's primary point of contact for the Installation Status Report (ISR) and BUILDER programs.

  • Provide technical guidance and suggestions for improvement to Subject Matter Experts (SME).
  • Prepare and perform training for Directorates, SMEs, and unit personnel.
