Requirements

Bachelor’s Degree in a related field (or 10 years’ Federal Budget experience).
Understanding of DoD and Air Force and Planning, Programming, Budgeting, and Execution (PPBE) processes.
Understanding of different program and organizational levels, exhibit management, reporting, submission tracking, and budget justification books (j-books).
Analytical and problem-solving skills.
Direct experience with data collection and analysis.
Experience testing and mapping business processes.
Ability to interpret technical discussions, analyze and solve problems, while creating and maintaining documentation.
Excellent communication, organizational, time management and problem-solving skills.
Ability to effectively prioritize, work accurately, and meet deadlines independently and as part of a team.
Candidates must be U.S. Citizens and can obtain a favorable National Agency Check Investigation (NACI) clearance.

Nice To Haves

Familiarity with the Integrated Budget Documentation and Execution System (IDECS) and/or Keystone Decision Support System (KDSS).
DoD Financial Management (FM) certification Level 1 or 2.
Experience gathering and tracking system requirements through requirements lifecycle and the ability to perform acceptance testing.
Knowledge of Audit standards to include familiarity with GAO, OMB, OUSD(C), DFAS and Air Force FIAR strategy, guidance and processes; to include the “Red Book”, "Green Book", and the "Blue Book".
Experience creating dashboards for stakeholders.
Program Management, Business Analysis such as CCBA, or Organizational Change Management (OCM) certification.

Responsibilities

Provide functional, operational, maintenance, and support for budget and planning systems.
Translate conceptual and operational requirements into functional requirements in a clear manner for developers/project team.
Perform functional acceptance software testing.
Develop and conduct requirement reviews.
Investigate and perform root-cause analysis to resolve system issues.
Create end-user functional system documentation and provide end-user training.
