About The Position

The Kentucky Department for Community Based Services (DCBS) is a multi-faceted agency that provides services and programs to enhance the self-sufficiency of families; improve safety and permanency for children and vulnerable adults; and engage families and community partners in a collaborative decision-making process. The Division of Administration & Financial Management, Fiduciary Management Branch provides the Division of Guardianship with the assistance, support, and operations to provide for the fiscal responsibilities of those appointed to CHFS as requiring a guardian/conservator. The Fiduciary Management Branch tracks the financial resources of the individuals under guardianship, makes payments for living expenses and personal needs and provides reports to the courts and other agencies regarding the income and expenditures of the individuals. The department works with a very diverse population, community resources, the court system, community partners, and family members of individuals appointed to guardianship and other Cabinet and department staff in a collaborative relationship. The Department is looking for an individual with the passion to help others. To be a successful staff member in the Fiduciary Management Branch, candidates should be professional, polite, and able to work with a diverse population and deal with difficult situations in a calm, respectful manner. They should be responsive, willing to meet each challenge directly and able to ask for assistance or guidance when needed. The successful candidate must be comfortable with computers, excel at both verbal and written communications, and have the drive to meet the needs of those we serve. Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Two years of professional experience in statistical or policy analysis, accounting, auditing, planning, or a related field.
  • Excellent verbal and written communication skills.
  • Excellent computer skills.
  • Ability to plan and establish priorities.
  • Attention to detail being thorough and accurate in completing tasks.
  • Ability to work cooperatively as part of a team.
  • Applicants for this position in the Cabinet for Health and Family Services (CHFS) shall submit to a fingerprint-based criminal background check by the Department of Kentucky State Police and the Federal Bureau of Investigation.

Responsibilities

  • Monitors, reviews, and records budgetary tracking for individuals under guardianship.
  • Reviews payment requests and verifies payment is compliant with state requirements.
  • Analyzes and monitors receipts, expenditures, allotment balances and other financial elements.
  • Maintains knowledge of federal and state laws, regulations, and policy.
  • Reviews requests for various Trusts established and maintained by the department for individuals under guardianship.
  • Reviews and reconciles disbursements and receipts to the Trust statements.
  • Maintains documents in the data system.
  • Advises management on financial issues and recommends solutions.
  • Other duties as assigned.
