About The Position

As Budget Planning and Operations Analyst, you serve as budget liaison to assigned administrative/Vice President (“VP”) units or academic units, supporting chief business officers through ASU’s internal annual budgeting, quarterly forecasting, and mid-year CFO financial review processes. You contribute to critical external budget production and reporting, preparing key deliverables throughout the fiscal year for the Arizona Board of Regents (ABOR), Joint Legislative Budget Committee (JLBC), and Governor’s Office of Strategic Planning and Budgeting (OSPB). This position may report to the Director, Budget Planning and Operations (BPO) or to a senior subordinate to the Director as functionally required. This role provides an opportunity for a hybrid work schedule, currently set at 60% in-office and 40% remote. Applicant must be eligible to work in the United States; ASU Office of Planning and Budget will not be a sponsor for this position.

Requirements

  • Associate's degree and one (1) year of experience appropriate to the area of assignment/field; OR, Any equivalent combination of experience and/or training from which comparable knowledge, skills and abilities have been achieved.
  • Eligible to work in the United States.
  • Ability to quickly change priorities which may include and/or are subject to resolution of conflicts.

Nice To Haves

  • Master's degree in related field, such as finance, business, public administration, public policy, economics, higher education administration
  • Three (3) years relevant work experience in budgeting, forecasting, or financial analysis in the public or nonprofit sectors (preferably in higher education).
  • Experience using enterprise resource planning applications, including general ledger and budget applications (e.g., Workday Adaptive Planning, Workday FMS, PeopleSoft).

Responsibilities

  • Serve as budget liaison to assigned administrative/VP units or academic units, supporting chief business officers through ASU’s internal annual budgeting, quarterly forecasting, and mid-year CFO financial review processes.
  • Contribute to critical external budget production and reporting, preparing key deliverables throughout the fiscal year for the Arizona Board of Regents (ABOR), Joint Legislative Budget Committee (JLBC), and Governor’s Office of Strategic Planning and Budgeting (OSPB).
  • Perform work to support central resource planning, annual budgeting, quarterly forecasting, and mid-year CFO financial review processes.
  • Prepare cost and budget unit variance analyses, develop revenue and expense forecasts, analyze trends, and compile commitment analyses.
  • Perform financial account reconciliations, financial statement analysis, and transaction research to support unit planning efforts and executive decision making.
  • Budget, forecast, and process financial transactions from assigned central university accounts to facilitate the allocation of central university resources to ASU administrative/VP area budget units.
  • Develop a strong understanding of the core functionality of Working Adaptive Planning, ASU’s enterprise-wide budget and planning software.
  • Provide technical guidance to assigned units, enhancing their use of the system in support of their unit budgeting, forecasting, and reporting needs.
  • Employ technical knowledge of Workday Adaptive Planning and Workday Financial Management System (FMS) to develop data-driven solutions to financial, operational, or strategic issues facing assigned budget units.
  • Use effective interpersonal, oral, and written communication skills to obtain and convey information related to assigned budget units.
  • Construct financial supporting schedules to facilitate ASU’s annual operating budget and tuition proposal submissions to ABOR as well as ASU’s legislative budget request submission to the State of Arizona.
  • Draw insight from budget, planning, and financial data from a variety of sources to assist with ad hoc reports, memoranda, and analyses as requested by ABOR, JLBC, and OSPB.
  • Apply knowledge of strategic and financial planning/modeling principles, methods, and practices to support OPB’s external budget reporting and production.
