About The Position

This position manages the State Energy Office (SEO) budget activities, including purchase and contracts, grants management, and general administration. The position will develop and administer the SEO budget, ensuring adherence to State and Federal regulations. The SEO manages multiple budgets totaling > $400 Million across 14 state and Federal programs. The DEQ State Energy Office serves as the agent of energy planning and program development to ensure an affordable and sustainable energy future for the citizens of North Carolina. This Division provides services and technical expertise on energy efficiency, encourages the growth and development of the state's energy economy, and works to increase the use of renewable energy and alternative fuels. The State Energy Office supports energy efficiency in public buildings by assisting North Carolina governmental units manage the use and cost of electricity, water, and other utilities in their facilities. The State Energy Office provides programs, services, and technical expertise for advancing energy efficiency, increasing alternative energy and fuel sources, providing educational opportunities for the public, state and local governments, universities, schools, and businesses, and working closely with other state agencies in responding to energy emergencies during natural disasters and supply interruptions.

Requirements

  • Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two years of which should be in a supervisory role, or an equivalent combination of education and experience.

Responsibilities

  • Manages the State Energy Office (SEO) budget activities, including purchase and contracts, grants management, and general administration.
  • Develops and administers the SEO budget, ensuring adherence to State and Federal regulations.
  • Serves as the subject matter expert on fiscal activities, compliance with state and federal business standards and practices to include full cycle budget process, review of funding, creation of beginning year and close out requirements.
  • Oversees grants financial administration and reporting.
  • Provides assistance and consultation on policy, procedures, accounting and business systems, accounting and financial management principles to the SEO director and deputy director and identify fiscal issues for management review.
  • Coordinates fiscal program execution with internal stakeholders including the general counsel, human resources, budget, purchase and contract, internal audit and communications.
  • Manages and leads a team, fostering a positive work culture in a fast paced and changing environment.
