EOE POSITION SUMMARY: The Budget Manager is responsible for the management and reporting of financial data and billing related to the programs UAU is contractually obligated to fulfill, from funding sources such as DYCD, Federal, NY State and NY City. The Budget Manager is responsible for coordinating the creation, development, analysis, implementation, and adaptation of budgetary matters and fiscal management policy. The Budget Manager will be responsible for providing comprehensive fiscal management services including, but not limited to budgets, billing, accounting and payroll related matters. The Budget Manager is not responsible to manage staff or provide oversight of staff.

Requirements

  • Bachelors Degree in Accounting or Finance is required
  • Minimum of 1 year or more with direct experience in budgeting, accounting and or auditing experience (either private or public sectors)
  • Familiar with non-profit billing practice related to the NYC Department of Youth and Community Development.
  • Experience using Microsoft Excel/Word/PowerPoint and Accounting software products (QuickBooks/ Sage etc..)
  • Strong verbal and written communication skills.
  • Strong problem solving, analytical and mathematical skills.
  • Excellent organizational and time management skills.
  • Demonstrated ability to conduct and complete work independently.
  • Willing to take initiative and be flexible when needed.
  • Excels working in a collaborative environment to achieve target objects and outcomes.
  • Extensive knowledge of payroll functions including preparation, balancing, internal control, and applicable state and federal payroll taxes.
  • Proficient with payroll software.

Nice To Haves

  • Minimum of 1 year of experience with NY State, NY City and Federal contracts, is a plus.
  • Experience with ADP or Paycom or other related payroll platforms is preferred.

Responsibilities

  • Prepares monthly budgets as applicable per contractual obligations.
  • Reconciles budgets with payroll, accounts payables, account receivables and receipts.
  • Reconciles contract accounts and manages accounts receivable collections.
  • Provides outside auditors with assistance; gathers necessary account information and documents to perform annual audit.
  • Assists with preparation of business activity reports, financial forecasts, and annual budgets.
  • Assists with budgets and ledgers by reconciling monthly basis.
  • Successfully processing and submitting monthly billing according to contractual obligations in a timely fashion.
  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to allocations based on contractual obligations.
  • Maintains subsidiary accounts by verifying, allocating, and posting transactions.
  • Responsible for actively communicating and complying with all budget related standards, protocols and policies as outlined by DYCD, any other funders and UAU.
  • Coordinates and schedules monthly budget meetings, based on programmatic budgetary needs, and fiduciary responsibilities between the Budget Analyst and Program Directors, Assistant Program Directors, Program Supervisors and HR (as applicable).
  • Performs other related duties as necessary or assigned.
