About The Position

The Ministry of Treasury Board and Finance (TBF) is responsible for budget planning, financial management and economic analysis, and the administration of tax and revenue programs. In addition, TBF undertakes policy and regulatory oversight of Alberta’s financial securities, insurance and pension sectors. Committed to responsible fiscal management, TBF supports government’s fiscal -planning by co-ordinating the budget, quarterly and overall Treasury Board processes, and by working closely with ministries to efficiently and effectively deliver programs and services. The Budget Development and Reporting (BDP) branch within the Treasury Board Secretariat division (TBS) of Treasury Board and Finance (TBF) is at the center of the Alberta government’s fiscal planning. We provide advice to senior leadership which can influence policy direction, and work on a variety of issues that directly affect Alberta’s financial future. Reporting to a Director, the BDP Manager acts as the primary liaison between Treasury Board Secretariat and assigned ministries on fiscal matters, preparing concise, high-quality briefings for senior officials and the Minister on current and multi-year spending issues and related policy proposals. Work is both proactive and responsive, requiring awareness of internal and external developments to provide timely analysis, context and advice, and often involves highly confidential and sensitive information related to government fiscal decisions, including policy proposals or workforce adjustments.

Requirements

  • University graduation in a related field such as Business Administration, Finance, or Economics supplemented by a minimum of 4 years of progressively responsible managerial experience in financial services is required.

Responsibilities

  • Preparing timely and accurate analysis and recommendations for fiscal planning decisions.
  • Assisting in the coordination and development of the annual Fiscal Plan (the budget), quarterly reports, and the annual Estimates. As required, BDP Managers also assist with Supplementary Estimates, Accountable Advances and ministry business planning.
  • Developing and maintaining ministry contacts and providing support as the primary liaison with relevant ministries on the fiscal planning process, fiscal framework, accounting issues and other processes.
  • Participating in preparation of communication materials, both external and internal, ensuring fiscal implications are communicated accurately.
