A little about us The Reno-Sparks Indian Colony represents descendants of three Great Basin Indigenous peoples: the Numu (Northern Paiute), Newe (Western Shoshone), and Washeshu (Washoe). These communities lived in harmony with the land for generations before European contact, following seasonal cycles and forming small, efficient social groups for survival. Each group’s name means “The People” in their own language, reflecting their deep cultural identity and connection to the Earth. They maintained strong traditions, respected neighboring tribes, and engaged in trade throughout the region. Your day as a Budget Analyst (Tribal Administration) As a Budget Analyst for the Reno-Sparks Indian Colony, you will engage in both administrative and technical responsibilities related to budgetary activities. This pivotal role involves collecting and presenting essential documentation to ensure effective budget development and administration. You will handle a variety of tasks, including the preparation and review of budget proposals, monitoring financial performance, and making amendments as needed. The selected candidate will conduct thorough research, compiling and verifying budgetary information to uphold accuracy, completeness, and adherence to established policies and guidelines. This position allows you to work with a degree of independence on complex technical matters, enabling you to make a significant impact on the financial integrity of our community’s programs and services.

Requirements

  • Proficiency in accounting software, Microsoft Word, and Excel is essential for preparing annual department budgets, analyzing financial reports, and compiling budget projections.
  • A keen eye for detail will help you ensure compliance with OMB Circulars, grant requirements, and RSIC Finance policies.
  • You must also demonstrate the ability to establish collaborative relationships with department directors and tribal officials while effectively organizing, planning, and prioritizing your responsibilities to meet deadlines.
  • Strong analytical skills are necessary for performing cost-benefit analyses and identifying trends affecting budget needs.
  • Excellent communication skills to clearly present complex information and maintain confidentiality.
  • A background in business math or accounting will be beneficial, along with an understanding of the unique dynamics of a diverse minority environment.
  • Must possess a high school diploma or GED.
  • Supplemental course work in business math or accounting preferred; extensive experience in general clerical including experience in report preparation and utilization of spreadsheet applications.
  • Must be computer literate to operate accounting software and Microsoft Word and Excel programs.
  • Ability to understand and follow brief instructions in regard to solving accounting problems.
  • Ability to establish and maintain effective constructive and cooperative working relationships with tribal officials, peers and the public.
  • Ability to organize, plan and prioritize tasks and responsibilities to accomplish job tasks.
  • Must understand and maintain RSIC confidentiality policies
  • Must be able to work in a diverse minority environment.

Responsibilities

  • Assist with the preparation of the annual department budgets, modifications and reconciliations with AccuFund reports.
  • Prepares annual budget packets for distribution to the Tribal Administrator and Tribal Council.
  • Compile information for budget projections and estimates for completeness, accuracy and conformance with procedures and regulations
  • Analyze monthly department budgeting and accounting reports to maintain expenditure controls.
  • Ensure expenditures in all accounts are in compliant with applicable OMB Circulars grant requirements and RSIC Finance policies.
  • Coordinates the preparation, input, printing and distribution of budget worksheets with RSIC Finance and Contracts & Grant Office to ensure reconciliation of department budget line-items.
  • Assists and supports the RSIC Finance in researching, compiling and verifying information used in the budget preparation, review and when necessary amendment of policies and processes
  • Coordinates with Department Directors/Managers in preparation and distribution of the preliminary final and modified budget(s).
  • Assists Directors/Managers in performing cost-benefit analyses to compare operating programs, Grant proposals review financial requests or explore alternative financing methods.
  • Review budget proposals to ensure they comply with the RSIC and the department’s strategic plan, goals and objectives.
  • Review operating budgets to analyze trends affecting budget needs.
  • Performs or assist with other related duties as assigned
