About The Position

The Budget Analyst supports the Department of Veterans Affairs Research Program and the Office of Research and Development (ORD), helping promote Veteran-centered, high-quality care while supporting the financial administration of research programs. The role provides expert guidance on research-related budget policies, regulations, and funding requirements, and offers administrative and financial support to research leadership and investigators. The position may be filled at a lower grade with potential promotion to the full performance level when regulatory, qualification, and performance requirements are met; selection at a lower grade does not guarantee promotion.

The work is primarily sedentary and does not require special physical abilities. The position is eligible for telework, subject to authorization and discussion during the interview process, but is not virtual. The regular schedule is Monday through Friday, 8:00 a.m. to 4:30 p.m.; compressed or flexible scheduling is not available. Employment is in the excepted service and is at-will. A one-year probationary period is required.

Requirements

• U.S. citizenship is required.
• Applicants must meet the applicable time-in-grade requirement by the announcement closing date if they are current or former federal employees seeking a covered appointment: 52 weeks at GS-05 for GS-07, GS-07 for GS-09, or GS-09 for GS-11.
• GS-07 qualification: specialized experience reviewing and verifying costs, obligations, or expenses; processing routine budget transactions; supporting accurate and timely financial records; and working independently on straightforward assignments, or qualifying graduate education or Superior Academic Achievement.
• GS-09 qualification: specialized experience preparing routine budget reports, projections, and funding documents; analyzing obligations, expenditures, or grant budgets for accuracy and compliance; applying federal budget rules; and resolving routine budget issues with minimal supervision, or qualifying graduate education. The posting also lists FAC-COR I certification and government contract knowledge.
• GS-11 qualification: specialized experience overseeing a Research Service fiscal program, advising as an expert on research budget policies and regulations, and formulating and executing short- and long-term budget plans; the posting also lists FAC-COR II certification and procurement experience, or qualifying graduate education.
• Provide detailed resume documentation of relevant duties, hours worked per week, salary, and employment dates in month-and-year format to establish qualifying experience.
• Submit transcripts if education is used to qualify; only education from appropriately accredited institutions is accepted, and foreign education requires a certificate of foreign equivalency.
• Selected applicants must complete a background/security investigation and online onboarding; acceptable identification is required for pre-employment requirements.
• Applicants tentatively selected for a testing-designated VA position must undergo urinalysis before appointment; refusal results in denial of employment.
• Selective Service registration is required for males born after December 31, 1959.
• Serve a one-year probationary period, during which continued employment is subject to written certification that it advances the public interest.

Responsibilities

• Advise on research-related budget policies, precedents, goals, objectives, regulations, and guidelines, applying those appropriate to the funding agency or research activity.
• Provide procedural and regulatory guidance about the availability of funds and limitations on their use.
• Review grant budget requests for completeness, appropriateness, and justification in relation to project needs, and determine an appropriate starting date.
• Provide administrative support to the Associate Chief of Staff (ACOS), Administrative Officer (AO), and Principal Investigators (PIs) regarding research expenditures, budgets, funds, and reports.
• Conduct financial audits of accounts and financial records to certify or attest that Research and Development financial statements fairly represent its financial position.
• At the GS-11 level, oversee aspects of the Research Service fiscal program and formulate and execute short- and long-term budget plans.
