About The Position

Performs a wide range of professional, full performance financial analysis functions as needed to expedite day-to-day operations related to budget, strategic planning and performance management. This position works under the general supervision of the Budget Manager and has no supervisory oversight.

Requirements

  • Graduation from college with a Bachelor’s Degree in accounting, finance, business or public administration or a related field
  • Three (2) years of progressively responsible experience performing above and related duties
  • An equivalent combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job.
  • Knowledge of principles and practices of municipal budget preparation and accounting
  • Knowledge of principles of city management
  • Knowledge of pertinent Federal, State, and local laws, codes and regulations
  • Skilled in analyzing programs, policies and operations
  • Skilled in using tact, discretion, initiative and independent judgment within established guidelines
  • Skilled in analyzing and resolving office administrative situations and problems
  • Skilled in researching, compiling, and summarizing a variety of informational and statistical data and protocols mathematical set priorities
  • Skilled in meeting critical deadlines, and following up assignments with minimum of direction
  • Skilled in applying logical thinking to solve problems or accomplish tasks
  • Skilled in understanding, interpreting and communicating complicated policies, procedures and protocols mathematical skills
  • Skilled in communicating clearly and effectively, orally and in writing
  • Skilled in preparing clear and concise reports, correspondence and other written materials.
  • Ability to communicate effectively orally and in writing
  • Ability to analyze written materials and financial reports
  • Ability to prepare clear and concise administrative and financial reports and research and identify critical data to report in support of goals
  • Ability to work independently within established procedures associated with the specific job function demonstrate proficiency with spreadsheets and other software tools
  • Must complete required NIMS level training within first six months of hire.

Responsibilities

  • Perform various special projects
  • Assists in the development of goals
  • Implements and enforces policies and procedures
  • Supports program planning and oversight
  • Monitors citywide budget procedures.
  • Ensures program compliance with federal, state, and local laws and regulations governing the assigned programs.
  • Prepares and may present reports at various organizational levels as needed.
  • Analyzes requests for budget adjustments and provides recommendations to Budget Manager on approval of request.
  • Analyzes departmental budget submissions for accuracy and appropriateness
  • Provides written recommendations to management on departmental requests for resources
  • Analyzes and proposes reductions to service; works with departments to resolve budget concerns.
  • Coordinates preparation and development of monthly and quarterly financial reporting and develops explanations of variances between budgeted and actual revenues and expenditures
  • Evaluates departmental revenue and expenditure estimates and makes necessary adjustments.
  • Coordinates preparation and publication of proposed and adopted budget documents.
  • Supports other divisions of the City Manager’s and Finance department as needed.
