Requirements

  • Bachelor’s Degree in Accounting, Finance, Business Administration, Economics, Public Administration or a closely related field, and 3 years of progressively responsible experience in financial analysis and forecasting, or Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • Knowledge of governmental budgeting and financial management principles and practices.
  • Knowledge of or ability to quickly learn the overall functions, duties and responsibilities of assigned departments/divisions.
  • Ability to plan and organize work to meet schedules and deadlines.
  • Ability to establish and maintain effective working relationships with assigned supervisors, other City employees, boards, partner organizations, and the general public.
  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
  • Ability to understand and follow oral and/or written policies, procedures, and instructions.
  • Ability to prepare and present accurate and reliable reports containing findings and recommendations.
  • Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks.
  • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.

Responsibilities

  • Performs advanced analytical, financial, budgeting, technical, and administrative duties in support of the development, presentation, implementation, and monitoring of City budgets.
  • Conducts financial research and analysis, including developing forecasts, cost projections, and multi-year financial models to support planning, strategic decision-making, and organizational priorities.
  • Assists in the development, maintenance, and adjustments to the Capital Improvement Plan, Staffing Plan, and Annual Budget.
  • Prepares and presents budget and fiscal management reports, analysis, forecasts, and recommendations to department directors, management, and leadership.
  • Monitors revenues, expenditures, resources, and appropriations, including analyzing variances and recommends adjustments to maintain alignment with financial projections, available resources, and organizational priorities.
  • Monitors expenditures and administers funding for program, grants, and other restricted resources to ensure compliance with City policy, laws, regulations, grant requirements, and funding agreements.
  • Provides technical assistance and serves as the budget liaison to department directors, managers, and staff regarding budget and fiscal management policies, regulations, budget development, and financial issues.
  • Prepares, formats, proofreads, assembles, maintains, and distributes budget documents, forms, tables, and related materials for internal and external use; coordinates revisions from multiple contributors and ensures accuracy and consistency.
  • Analyzes special budget and financial issues, including project budgets, grant proposals, rate models, budget impacts for proposed projects, and other financial requests as assigned.
  • Responds to information inquiries regarding budget and fiscal management.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
  • Responds to citizens’ questions and comments in a courteous and timely manner.
  • Communicates and coordinates regularly with department directors, managers, city employees, and other appropriate parties to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Performs other duties consistent with the role and function of this classification.
