About The Position

The Human Resources Division (HRD) is seeking a Budget Analyst to provide fiscal analysis, budget development, and financial oversight in support of HRD operations. The position works closely with program managers, fiscal staff, and external stakeholders to ensure compliance with applicable laws, regulations, and fiscal policies.

Requirements

  • Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned activities.
  • Modest understanding and experiences across multiple internal Commonwealth systems, such as Mosaic, eComp, eServices, and CIW.
  • Capacity to analyze and determine the applicability of data and draw conclusions and make appropriate recommendations.
  • Skilled in gathering information through questioning individuals and by examining records and documents.
  • Talent for determining the proper format and procedure for assembling items of information.
  • Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence.
  • Demonstrated experience in coordinating the efforts of others in accomplishing assigned work objectives.
  • Five years of full-time, or equivalent part-time, professional experience in accounting or auditing.
  • Three years of supervisory, administrative or managerial capacity experience.
  • Any equivalent combination of the required experience and substitutions.

Responsibilities

  • Manage and oversee the process of HRD’s chargebacks (Workers’ Compensation, Leave Administration, Employee Shared Services, Workers’ Compensation Litigation, MassAchieve, and MassPerform) by evaluating each chargeback to make recommendations and projections, which can be shared with HRD’s Chief Financial Officer and the business unit directors.
  • Recommend and implement changes on fiscal and accounting practices to better reflect accuracy and constantly streamlining business processes for the receiving agency (HRD) and paying customers (mostly agencies).
  • Collaborate with MMARS (Massachusetts Management Accounting and Reporting System) and Mosaic (Commonwealth’s accounting systems) liaisons and other stakeholders on IEs (intergovernmental encumbrance).
  • Monitor encumbrance documents throughout the fiscal year to ensure each agency has enough funding set aside.
  • Prepare monthly/quarterly billing reports.
  • Approve and collect all chargeback / revenue near the end of the accounts payable period of a fiscal year.
  • Manage all processes in the HRD WC’s eComp Manager System, such as post the Department of Industrial Accidents (DIA) referral and appeal fee charges, deposits, transfers, credits, checks for accuracy and compliance to ensure agencies are not overcharged, set up a new agency code, create reports bi-weekly and as requested, etc.
  • Calculate and apply §13A(10) attorney fee deduction where applicable to claims on the biweekly compensation warrant.
  • Manage and maintain changes to database upon confirmation of new data with user agency or agency Adjuster.
  • Other duties as assigned.
