About The Position

Under general supervision, performs work of considerable difficulty in the preparation and administration of the County's budget. This role involves participating in the development of the County's budget, reviewing and analyzing departmental budget requests, and providing technical assistance to departments. The analyst will monitor, report, and evaluate program results and performance measures, consult with departments on long-range forecasts, and participate in the administration of the Title II Forest Fees Program. Additionally, the role assists in the organization and preparation of tax rates, monitors the County-wide position management program, and maintains full-time employee counts. Maintenance of the budget system, including user access, chart of accounts alignment, budget adjustments, and system updates, is also a key responsibility. The position involves reviewing the work of others, developing reports, and assisting in the management of budget communication and monitoring systems. Performs other job-related duties as assigned.

Requirements

  • Bachelor’s Degree in Public or Business Administration, or related field.
  • Two (2) years of governmental budgeting, accounting, finance, or related field.
  • An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.
  • Must possess a valid Arizona driver's license.
  • Considerable knowledge of: Excel spreadsheets, word processing, datasets, budget systems and presentation software
  • Considerable knowledge of: Principles and practices utilized in financial forecasting
  • Considerable knowledge of: The principles, practices, and techniques of governmental budgeting
  • Considerable knowledge of: Federal, state, and local laws governing County financial activities
  • Considerable knowledge of: Automated office systems, including specialized software
  • Working knowledge of: Principles and practices of public administration
  • Working knowledge of: Standard office procedures
  • Ability to analyze complex problems and situations and suggest appropriate solutions
  • Ability to conduct detailed research and prepare reports and findings
  • Ability to work safely and support the culture of workplace safety
  • Ability to establish and maintain effective working relationships with employees, County officials, other agencies, and the public
  • Ability to follow written and verbal instructions

Responsibilities

  • Participates in the development of the County's budget, including the review and analysis of departmental budget requests.
  • Provides technical assistance to departments engaged in budget preparation by explaining budget procedures, interpreting policies, calculating costs, analyzing, and interpreting budget data and compiling statistical data.
  • Monitors, reports, and evaluates results of the program and other performance measures.
  • Consults with departments on long-range forecasts of revenues, expenditures, demands for services, and other business issues.
  • Participates in the administration of the Title II Forest Fees Program.
  • Assists in the organization and preparation of tax rates within the county.
  • Assists with monitoring the County-wide position management program and maintaining the full-time employee counts for all department budgets.
  • Assists with maintenance of budget system, including maintaining user access, keeping chart of accounts aligned with primary accounting system, making budget adjustments as required, keep trained on updates to system and make improvements as available, reconcile to live budget and accounting system.
  • Reviews the work of others to verify accuracy and consistency.
  • Develops reports and assists in the management of budget communication and monitoring systems.
  • Performs other job-related duties as assigned.
