About The Position

Performs highly advanced (senior-level) budget preparation, analysis and payroll related work. Work involves preparing and/or overseeing the preparation of agency budgets, preparing budget instructions; analyzing and reviewing budget requests; preparing and monitoring program performance measures; preparing legislative appropriation requests; compiling, reviewing, analyzing, and evaluating financial data; preparing reports; responding to inquiries; recommending appropriate action to resolve financial issues, and assist with maintenance, oversight, procedures, and controls of accounting systems. May plan, assign, and/or supervise the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Graduation from an accredited four-year college or university with major coursework in accounting, finance, business administration, public administration, or a related field is generally preferred.
  • Budget Analyst IV: Minimum three (3) years’ experience in budget preparation and analysis, financial management, contract coordination?or performance measurement reporting work, including at least 1 year state government budgeting experience.
  • Budget Analyst V: Four (4) years’ experience in budget preparation and analysis, financial management, contract coordination or performance measurement reporting work, including 1 year of senior-level state government budgeting experience.
  • Knowledge of financial administration, budget, control and fiscal accounting; and of the agency's financial program, governmental accounting, budget control methods, policies and procedures, and laws and regulations pertaining to fiscal operations.
  • Knowledge of accounting, budgetary, and management principles, practices, and procedures; and of legal restrictions governing allocation of funds.
  • Knowledge in USAS, CAPPS and ABEST.
  • Skill in analyzing financial data.
  • Skilled in the use of electronic data and/or word processing office equipment and software including Microsoft Office (Word, Excel, PowerPoint, Outlook, & Teams), PowerPoint and Adobe Acrobat.
  • Skilled in exhibiting polite and professional communication via phone, e-mail, in person and mail.
  • Ability to implement administrative procedures; to interpret rules, regulations, policies, and procedures; to communicate effectively; and to provide guidance to internal and external stakeholders.
  • Ability to multi-task and meet deadlines.
  • Ability to monitor and report on performance measures; to analyze management problems and develop and present alternative solutions; to coordinate the gathering and analysis of data.
  • Possess a valid Texas driver’s license, if applicable
  • Additional certifications may be required to be registered, certified, or licensed in a specialty area.

Responsibilities

  • Oversee the preparation of budgetary and management reports.
  • Coordinates the preparation of budgets to provide management with expenditure data, trends, and recommendations.
  • Analyzes expenditure patterns and makes recommendations on the use of funds.
  • Ensures coordination of budgeting procedures, preparation, and reporting.
  • Establishes work methods and priorities and determines methodologies and techniques for preforming budget evaluations.
  • Informs management of budget deviations, problems, and events likely to affect operations; explains causes; and measures effect on the agency's mission and resources.
  • Meets with division directors regarding divisional budgets and procurement strategies.
  • Reviews revenue patterns and makes recommendations to management regarding self-funding requirements.
  • Prepares reconciliation of treasury cash to budget and investigates any deviations.
  • Maintains agency position control and salary budget worksheets.
  • Prepares cost allocations monthly.
  • Ensure compliance and monitor capital budget expenditures to ensure compliance with the General Appropriations Act.
  • Ensures accuracy and timeliness of submission of legislative appropriations requests, operating budgets, and requests for federal funding.
  • Issues instructions on budget and funding procedures and methods.
  • Ensures compliance with established procedures, requirements, laws and regulations.
  • Assists in the preparation of financial statements and reports for the LAR and Governor’s Operating Budget.
  • Measures the impact of existing and proposed state and federal legislation.
  • Back-up to payroll officer submitting on and off cycle payrolls.
  • Assists in the preparation and submission of regular and supplemental payrolls which includes but is not limited to constant communication with Human Resources and other departments to ensure accuracy.
  • May plan, assign, and/or supervise the work of others.
  • Performs related duties as assigned by management.

  • In compliance with Senate Bill 321 , agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009, are required to remit a surcharge each month the return-to-work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge.
