About The Position

The Budget Analyst II is responsible for supporting the State Courts System (SCS) budget development, monitoring, and analysis functions. This position assists in preparing the Legislative Budget Request (LBR), operating budgets, budget allotments, and budget amendments in accordance with SCS priorities and the General Appropriations Act. Key responsibilities include developing and entering budget data into state budgeting systems (LAS/PBS and FLAIR), monitoring and analyzing financial and payroll data, and preparing expenditure, rate, and payroll projection reports. The role also supports budget execution activities, including processing amendments, tracking legislative budget issues, and ensuring accurate financial reporting. Additional duties include providing analytical support during the legislative session, assisting budget commissions, and responding to data requests from legislative, executive, and judicial stakeholders. After completing the required training, this position may be eligible for up to two telework days per week in accordance with the Office of the State Courts Administrator policy.

Requirements

  • Bachelor’s degree in finance, accounting, business, public administration, or a closely related field.
  • Three years of related work experience.
  • Knowledge of budgeting, accounting, and financial analysis principles, including financial reporting, reconciliation, budget development processes, and applicable laws, rules, and procedures
  • Skill in analyzing and interpreting financial and budget data, preparing reports and budget documents, conducting research, and applying policies to resolve issues
  • Ability to develop, monitor, and adjust budgets, interpret financial information, communicate effectively both verbally and in writing, work independently, manage multiple priorities, maintain confidentiality, and present clear budget recommendations to management
  • Submit a complete and accurate application profile, which includes essential information such as dates of service, reasons for leaving, and other qualifications.
  • Ensure that all employment history and detailed information about work experience are included in the application. This should encompass military service, self-employment, job-related volunteer work, internships, and any other relevant experiences, along with explanations for any employment gaps.

Responsibilities

  • Prepare and analyze monthly financial and management reports using FLAIR and People First data.
  • Develop and support the Legislative Budget Request (LBR), Capital Improvement Program Plan (CIPP), and Long-Range Program Plan (LRPP).
  • Prepare and manage operating budget allotments, transfers, and amendments; ensure accurate data entry in FLAIR and LAS/PBS.
  • Perform budget analysis, reconciliations, and variance reviews; recommend corrective actions as needed.
  • Monitor legislative activity, track bills, and prepare fiscal impact analyses.
  • Provide budget support and technical assistance to internal stakeholders and executive leadership.
  • Maintain payroll projections, conduct audits, and estimate personnel-related costs.
  • Support budget commissions, including preparing materials, attending meetings, and drafting minutes.
  • Prepare reports, correspondence, and presentations; assist with special projects as assigned.
