About The Position

This is a highly responsible position within the Division of Health Quality Assurance (HQA). This position serves as the HQA program budget analyst within the program office. The incumbent will be responsible for planning and directing the financial management of HQA’s operating and non-operating budget; assisting with the development of the legislative budget request; recommending and implementing administrative program policies; monitoring program expenditures; determining the fiscal impact of proposed policy changes. This position will assist with the coordination and development of HQA’s Legislative Budget Request (LBR) in accordance with instructions from the Executive Office of the Governor (EOG). This includes incorporating the policies and decisions issued by the Secretary, review and evaluation of LBR proposals, exhibits, schedules, and any issues related to the submission of the Agency's LBR for Medicaid. Assists with planning and directing HQA’s Approved Operating Budget (AOB) and ensure consistency with the General Appropriations Act (GAA) and the intent of the Legislature. This includes developing budget allocation methodologies, preparing, reviewing, evaluating, and recommending how appropriations are to be allocated for each program office to support the Agency's mission within Health Quality Assurance. Assists with coordinating and developing HQA’s spending plan by monitoring, reconciling, and tracking expenditures, encumbrances, FLAIR/PALM transactions, corrections, allotments, and projections. Conduct comparative analyses. Research and provide supporting documentation for the development of budget amendment requests as needed. Organize and facilitate meetings within HQA and ensure pertinent fiscal/budgetary materials and information are available for monthly Spend Plan review meetings, annual development of the AOB meetings, and other meetings as necessary. Prepare, review, and track budget, monitor rate, project and monitor expenditure patterns, recommending corrective action to resolve adherent spending patterns, ensure accurate coding of expenditures to maximize federal funding, and other related activities. Advises the program budget supervisor, HQA Chiefs, Assistant Deputy Secretaries, and HQA Deputy Director on problems and policies related to HQA programmatic and operational issues. Review and approve requisitions in the MyFloridaMarketPlace system within established guidelines and procedures. Develop and provide reports regarding contract activity and projected deliverables. Review, approve, and analyze contracts for sufficient appropriation, funding, and correct budgetary coding prior to execution. Develop and provide reports regarding contract activity and projected deliverables. Assist with startup exercises and special assignments from the EOG. Assist with the development of responses to inquiries from the EOG, legislative, and Agency staff. Maintains detailed knowledge of the positions and organization structure of HQA. Provides financial and budgetary assistance to all HQA offices. Must be knowledgeable of federal regulations regarding the administration of HQA and various rates and federal financial participation.
