About The Position

The Louisiana Department of Transportation and Development (DOTD) is seeking a detail-oriented and analytical Budget Analyst 4 to support the Budget Section within the Office of Management and Finance. This position performs specialized budget preparation, review, monitoring, and analysis for DOTD’s Capital Outlay budget. This role is responsible for preparing Capital Outlay budget documents, analyzing budget requests, monitoring project expenditures and revenues, and supporting budget development strategies for transportation and public works programs. The position works with complex funding sources, appropriation authority, budget adjustments, and LaGov financial data to help ensure DOTD resources are properly planned, monitored, and aligned with departmental priorities. This position is ideal for a budget or financial professional who enjoys analyzing financial data, solving complex budgetary issues, working with multiple funding sources, and supporting major transportation infrastructure programs that impact communities across Louisiana. Requirements

  • Six years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR Six years of full-time work experience in any field plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR A bachelor’s degree plus three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR An advanced degree in business administration, accounting, finance, public administration, or statistics plus two years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Prepares and processes Capital Outlay budget documents and related materials in LaGov for DOTD sections and districts.
  • Reviews and analyzes submitted budget requests for capital projects and recommends revisions, corrections, or adjustments as needed.
  • Monitors capital project expenditures and revenues to ensure alignment with approved budgets, appropriations, and project funding requirements.
  • Conducts fiscal analyses of budget data, funding sources, expenditures, revenues, and project status.
  • Prepares budget adjustments, transfers, supplements, fund redistributions, and other accounting entries needed to maintain appropriation authority.
  • Develops reports, tables, charts, spreadsheets, and data analyses to support budget planning, monitoring, and decision-making.
  • Provides budgetary guidance, training, and technical assistance to DOTD staff regarding budget requests, LaGov entries, and fiscal processes.
  • Advises management on budget development strategies, funding issues, policy interpretation, and potential budgetary concerns.
  • Performs other duties as assigned, including emergency or disaster support activities.
