About The Position

The Brownfields Redevelopment Project Manager – Design & Planning will oversee brownfield redevelopment and technical assistance initiatives focused on design and planning support for a range of projects in West Virginia and the Mid-Atlantic. This will include facilitation of community meetings on project design; community interaction and outreach; project management; capacity building; and developing relationships with local, state, and federal partners. Through existing and new technical assistance programs, this position will help communities establish environmental, community, and economic development initiatives that will enhance the well-being and quality of life of the people of West Virginia and the broader region, attract investment to communities, and maximize resources in the state.
This position will lead the implementation of site-specific and community-wide technical assistance, including the facilitation and creation of site design and planning activities. The incumbent will also, in partnership with the Director and other staff, identify priorities and opportunities for expansion of services associated with state and regional technical assistance. The incumbent will assist with proposal development, facilitating meetings with project stakeholders, day-to-day tasks of the BAC. They will also work with communities on brownfield-related issues and downtown redevelopment.
The position will collaborate with other staff and partners to provide communities within WV and throughout EPA Region 3 with comprehensive technical assistance (TA). Technical assistance may consist of redevelopment support, beginning with brownfield identification through brownfield cleanup or site reuse.
This position provides program, as well as direct internal and external project support services. Responds to inquiries and independently resolves matters of moderate complexity. Responsibilities require some judgment, resourcefulness, and originality, but diverse guides and precedents are usually available to apply or adapt to the circumstances. Work effort has considerable impact on client services, program and project image, with potential legal liabilities.

Requirements

• Bachelor’s degree in Landscape Design, Planning, Public Administration, Environmental Studies, Geography or related disciplines
• A minimum of four (4) years of experience in the following: Project experience, conceptual design development, public speaking, and/or community outreach
• Any equivalent combination of related education and/or experience will be considered.
• All qualifications must be met by the time of employment.
• Valid driver's license.
• Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
• Project management skills including the ability to keep multiple projects on schedule.
• Organizational skills with a demonstrated ability to plan work activities and independently maintain schedules, recordkeeping of program and project documents and files, and reporting deadlines.
• Ability to follow RFP guidelines and compile accurate, complete proposal packages for submission to sponsoring agencies.
• Ability to manage subordinates to successfully complete assigned work tasks accurately and in a timely manner.
• Skilled at timeline development.
• Proactive outreach skills for contacting communities and resource organizations.
• Excellent communication skills including a high proficiency in English grammar, composition, and verbal communication.
• Proficiency with computer software including: MS Office suite, Adobe Creative Suite, GIS, and AutoCAD.
• Ability to be flexible in working with diverse personalities.
• Ability to write progress/final reports, case histories, newsletters, and information briefs.
• Ability to interface with state, federal, university, and community representatives on project tasks, budgets, and schedules.

• Design experience creating conceptual master plans using input from diverse stakeholders, including development professionals, community members, and environmental experts.

Responsibilities

• Cultivate and develop relationships with community and project stakeholders.
• Complete the development of reuse project designs for assigned projects.
• Serve as the project contact for communities and local projects as assigned, including the management of communications with community stakeholders and facilitation of community development activities, such as creating and presenting materials in public meetings and synthesizing stakeholder input on projects.
• Lead the program development and implementation of technical assistance programs, including state and regional initiatives, for Mid-Atlantic TAB and the BAC.
• Coordinate the development of proposal and grant applications for funding community Brownfields projects in response to solicited and unsolicited Requests for Proposals (RFP’s) issued by federal, state, and private agencies.
• Manage selected projects by ensuring collaborating internal and external team members conform to statements of work, schedules, and budgets.
• Facilitate redevelopment activities including creating and presenting materials in public meetings, and synthesizing stakeholder input on projects into illustrative concepts.
• Provide research support in the identification and mapping of brownfield property/site characteristics including ownership, parcel/tax info, topography, and other landscape features.
• Assemble information on brownfields sites for inclusion in the WV Brownfields Site Inventory.
• Represent the BAC at meetings, conferences, and other events as needed.
• Develop resources for distribution to communities and placement on the NBAC web page.
• Travel within the Mid-Atlantic region as needed for single day or multi-day periods. Meeting via face-to-face and by telephone with representatives from various federal, state, community, and private organizations regarding progress of funded projects and to promote the Center’s services.
