About The Position

Incumbent serves as Bridge Program Engineer for the Highway Department, responsible for managing the Department’s Bridges including Bridge Preservation Program, assuring the County Bridge Program meets state requirements and County/department policies and procedures.

Requirements

  • Baccalaureate Degree in civil engineering, and possession of valid Indiana professional engineer license, or successful completion/passage of Fundamentals of Engineering (FE) exam and minimum of one year relevant experience as civil engineer.
  • Thorough knowledge of and ability to ensure adherence to standard principles and practices of engineering, and applicable federal, state and local regulations regarding bridge construction and maintenance.
  • Ability to assess County bridge needs and effectively plan, coordinate, and oversee appropriate, cost-effective projects.
  • Working knowledge of standard English grammar, spelling, and punctuation, and ability to effectively communicate orally and in writing with co-workers, other County departments and municipalities, Indiana DOT, regulating agencies, utilities, contractors, consultants, drainage districts, railroads, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
  • Ability to supervise and direct assigned part-time temporary personnel, including interviewing applicants, making hiring recommendations, planning/delegating work assignments, and maintaining discipline.
  • Ability to properly operate standard office and surveying equipment, including calculator, computer, printer, copier, telephone, scanner, plotter, digital camera, laser level, and distance measuring device.
  • Ability to effectively use a variety of technical reference materials, and department software, such as network, computer aided drafting, GIS, word processing, and spreadsheet.
  • Ability to analyze survey and other data, read and interpret detailed prints, maps, and specifications, and prepare or review and approve a variety of detailed documents.

  • Ability to occasionally work extended, weekend and/or evening hours, and occasionally travel out of town for meetings and seminars, sometimes overnight.
  • Ability to serve on 24-hour call and respond swiftly, rationally and decisively to emergencies.
  • Possession of a valid Indiana driver's license and demonstrated safe driving record.

Responsibilities

  • Consults with County Highway Engineer regarding bridge project priorities, plans, scope, and objectives.
  • Maintains Department’s annual Bridge Asset Management plan, making recommendations for bridge maintenance priorities and bridge capital project priorities.
  • Responds to public requests and complaints regarding bridge repair/improvement projects, including meeting/discussing with complainants, investigating/inspecting project sites, recommending or taking appropriate action to resolve valid complaints, and attending meetings and public hearings as needed.
  • Oversees development of bridge projects, including directing design consultants, and reviewing design consultant invoices and authorizing payments. Performs utility and right of way acquisition coordination as needed.
  • Functions as the designated liaison for all bridge-related procurement matters, ensuring effective communication between internal stakeholders and external vendors, facilitating timely resolution of inquiries, and supporting the execution of procurement processes in accordance with established policies.
  • Reviews bridge project design plans for compliance with department policies, procedures and standards. Consults with County Highway Engineer regarding bridge priorities, scope and objectives, making recommendations regarding approval.
  • Reviews or prepares surveys, specifications, contracts, and advertisements for bridge projects, and recommends contract award to County Highway Engineer.
  • Oversees bridge construction/repair, including coordinating or occasionally conducting inspections, reviewing invoices and authorizing payments to consultants and construction contractors, and ensuring timely completion of projects. Periodically issues binding statements as needed regarding department position on bridge specifications, standards and policies.
  • Periodically meets and consults with Indiana DOT, other municipalities, consultants, contractors, utilities, drainage districts, and railroads to coordinate department activities.
  • Coordinates Federal Aid project development as needed.

  • Maintains county bridge inventory and classification program, ensuring required inspections and maintenance of related records according to statutory requirements.
  • Prepares and recommends annual budget for bridge design, inspection, construction, and maintenance.
  • Reviews and recommends changes in bridge standards and specifications, and prepares/updates Five year Bridge Replacement Program.
  • May occasionally attend court proceedings and provide testimony regarding litigation by and against the County as assigned.
  • Maintains current knowledge of bridges by periodically attending seminars and meetings.
  • Serves on 24-hour call for bridge emergencies.
  • Performs related duties as assigned.
