About The Position

The National Branch Supervision team, part of the Supervision, Support and Governance (SS&G) department, provides Tier 1/first line regulatory oversight for BPIC and BMO Nesbitt Burns activities. This role is primarily accountable for supervising electronic communication and social media activity by BPIC Investment Counsellors (“ICs”) and BMO Nesbitt Burns Investment Advisors (“IAs”). The individual will also contribute to the ongoing management and enhancement of the Branch Supervision program to meet evolving market and regulatory needs. Additionally, the role serves as a subject matter expert on Advertising and Sales Literature, providing consultation to ICs, IAs, and other BMO partners.

Requirements

  • Typically between 4 - 6 years of relevant experience and post-secondary degree in a related field of study or an equivalent combination of education and experience.
  • In-depth knowledge of all supervision and industry regulations (CSA / OSC – National Instruments & CSA Staff Guidance and CIRO rules).
  • Experience supervising advertising and sales literature.
  • Familiarity with Private Investment Counsels (PICs) and CIRO dealer member firms.
  • Technical proficiency gained through education and/or business experience.
  • In-depth collaboration and team skills.
  • Excellent interpersonal, communication, and persuasion skills (verbal, listening, and writing).
  • Solid presentation skills.
  • Strong proficiency in MS Office applications.
  • Must meet the CIRO supervision licensing and certification requirements for the branch / jurisdiction where the mandate is being fulfilled.

Nice To Haves

  • Bilingual (French/English) (preferred but not mandatory).
  • Chartered Investment Manager (CIM) or Chartered Financial Analyst (CFA) designation preferred.
  • University degree or College Diploma in business or related field preferred.

Responsibilities

  • Supervise IC and IA Electronic Communication and Social Media activity.
  • Support sales supervision activities and regulatory activities for designated branches to meet all regulatory requirements.
  • Provide daily oversight of IC electronic communication and social media activity by monitoring social media profiles, posts, and activity.
  • Perform supervision activities to meet regulatory requirements and maintain service level standards.
  • Coordinate with Branch Supervision to resolve any issues identified during the oversight process and escalate issues where necessary.
  • Evaluate the strength and effectiveness of supervision and adoption of policies and processes at the branch level, and develop action plans for improvement.
  • Make recommendations regarding the enhancement of the supervisory system and policies.
  • Deliver training to ICs and support staff on Advertising and Sales Literature.
  • Support broader initiatives from time to time as a member of the SS&G team.
  • Perform other required supervision reviews (delegated tasks) such as Global Relay Email Review, Tier 1 Daily Trade Review, Monthly Activity Review, Query and Request for Information (RFI), and follow up on outstanding issues.
  • Ensure appropriate supervisory coverage is maintained at all times, in conjunction with the Director, Branch Supervision.
  • Facilitate responses to internal and external audit inquiries in coordination with the Director, Branch Supervision.
  • Focus on business ethics, regulatory, and compliance practices.
  • Identify business needs, design/develop tools and training programs, and potentially deliver training.
  • Build effective relationships with internal/external stakeholders.
  • Ensure alignment between stakeholders.
  • Follow through on risk and supervision processes and policies to safeguard customer assets, maintain privacy, act in customers' best interests, and ensure an effectively run function.
  • Protect the Bank's assets and comply with all regulatory, legal, and ethical requirements.
  • Act as a relationship manager with ICs and IAs in coaching on Advertising and Sales Literature.
  • Promote risk awareness and a compliant environment.
  • Develop communications related to or in support of the Supervision program.
  • Provide ongoing support and guidance to Branch Supervision teams.
