About The Position

The Washington County Juvenile Department is seeking a Bilingual Victim Services Advocate. The Victim Services unit works within the Juvenile Department located in downtown Hillsboro, Oregon. The position provides notification, information, support, assistance and community referrals to victims of juvenile crime in a compassionate, responsive manner in order to promote a meaningful role throughout the juvenile justice process. This role will offer culturally competent services to Spanish-speaking victims, including some translation of spoken and written materials. The incumbent will liaise between the victim, District Attorney's Office and the Juvenile Counselor, providing case management services and is expected to appear in court frequently to report victim notification and restitution information, safety concerns and ensure victims' rights are upheld at every stage of the legal process. This position is represented by the AFSCME Juvenile labor organization.

Requirements

Master's degree in counseling, psychology, sociology, social work, or a field applicable to the practice of juvenile justice; AND one (1) year of experience working with juveniles and families in the counseling and case management of juveniles and families; OR Bachelor's degree in counseling, psychology, sociology, social work, or a field applicable to the practice of juvenile justice; AND three (3) years of experience working with juveniles and families in the counseling and case management of juveniles and families; OR Associate's degree in criminal justice, counseling, psychology, sociology, social work, or field applicable to the practice of juvenile justice; AND five (5) years of supervised work experience in the counseling of juveniles and families; OR Seven (7) years of supervised work experience in the counseling of juveniles and families.
Possession of a driver's license valid in the State of Oregon and an acceptable driving record per Washington County policy.
Completion of a criminal history check in accordance with Oregon Administrative Rules.
Must pass a Bilingual language test to demonstrate the ability to communicate clearly and concisely in Spanish, both orally and in writing.

Responsibilities

Support monolingual and bilingual victims of juvenile crime by providing advocacy, case updates, emotional support, and referrals throughout the justice process.
Uphold victims’ rights, help them navigate court procedures, accompany them to hearings, and communicate their needs to Juvenile Counselors and Deputy District Attorneys.
Assist victims with restitution requests, documentation, Crime Victims’ Compensation applications, and restorative dialogue referrals when appropriate.
Serve as a liaison among victims, Deputy District Attorneys, and Juvenile Counselors, including supporting trial and pretrial preparation.
Maintain accurate documentation, provide post-adjudication notifications, collaborate with treatment providers, and promote restorative practices.
Deliver community outreach, participate in professional development, support a positive and inclusive workplace culture, and provide translation services as needed.
