About The Position

The John Howard Society of Ottawa is seeking a Bilingual CCMS Case Manager/Bail Supervisor for a 4-month term position with the possibility of extension. This role offers the opportunity to work in two diverse supervision programs: Alternatives to Detention Community Case Manager and Bail Supervisor. As an Alternatives to Detention Community Case Manager, you will provide supervisory and community referral services for individuals released from detention by the Canada Border Services Agency (CBSA). As a Bail Supervisor, you will be responsible for expediting bail and court proceedings, reducing failures to appear through client supervision, and assisting clients in addressing issues that may have contributed to alleged misconduct. Requirements

  • Ability to speak in English and French
  • Updated clear Criminal Reference Check required for working with the vulnerable population and the ability to pass the CBSA security clearance.
  • Minimum 2 years’ experience working with vulnerable clients or within a social service in a social service organization.
  • Demonstrated ability to work as part of a cohesive team unit

  • Experience working with clients in a case management capacity
  • Experience working within a program model that is accountable to process as well as comprehensive quality assurance measures

Responsibilities

  • Interview clients at the Ottawa Carleton Detention Centre as requested by the CBSA
  • Provide verified, neutral and factual information to assist the CBSA and/or the Immigration and Refugee Board (IRB) in determining initial and ongoing suitability for program enrollment
  • Provide ongoing information about enrolled program participants to assist the CBSA and/or the IRB in determining the ultimate outcome of the participant’s journey through the immigration continuum.
  • Develop a case plan for CBSA clients including referrals to community agencies to address identified areas of need and support
  • Interview clients in the cellblock at court prior to court appearance in the Ontario Court of Justice Criminal Court for suitability for release on the Bail Verification and Supervision Program
  • Ensure client stays focused on the task at hand to obtain required information.
  • Maintain a caseload of approximately 25 bail supervision clients in addition to the CBSA clients
  • Complete standardized assessments to evaluate the client’s risk and need areas, and to develop implement an intervention plan to address those areas of need that are most strongly associated with criminal activity
  • Establish with the client achievable, specific goals
  • Maintain knowledge of and assist clients with referrals to appropriate community service agencies and educational/vocational programs
  • Maintain client confidentiality
  • Prepare report for the CBSA and for the criminal court in a timely manner outlining the supervision case plan as required
  • Ensure client file notes are maintained on the client information management system (CAMS and Caseworks)
  • Maintain client master files by affixing assessment and intervention plan, statistical forms, and any relevant internal information including all bail program forms
  • Produce additional written reports and records as required
  • Collect information for program evaluation and statistical purposes
  • Ensure a comprehensive understanding of John Howard Society Personnel Manual and Policy and Procedures Manual
  • Submit monthly client summary reports to CBSA
  • Submit quarterly statistical reports
  • Attend staff meetings as required
  • Maintain consistent communication and develop positive relationships with the CBSA, court personnel, probation case managers and other professionals involved with the client
  • Provide coverage at court as required
  • Testify in court or at a IRB hearing as required
  • As appropriate participate in meetings/obligations involving a client
  • Establish partnerships with relevant community resources viable for promoting and sustaining gains made by the client
  • Confirm clients are following through on court ordered conditions
  • Assist in maintaining a positive environment
  • Be knowledgeable about evidenced-based research in community corrections
  • Maintain professional development through participation in relevant training, and through the clinical supervision process
  • Actively participate in program evaluation
  • Perform other duties as may be occasionally requested. This may include training and community presentations
  • Exercise extreme flexibility to accommodate fluctuating and varied program need
