About The Position

The Bid Manager will be responsible for managing the end-to-end bid management process, from opportunity identification and qualification through final submission. This role involves reviewing various tender documents, developing bid plans, coordinating with multiple internal stakeholders, leading proposal development, and ensuring compliance with client and regulatory requirements. The Bid Manager will also be responsible for maintaining bid documentation, supporting commercial proposals, conducting post-bid reviews, and contributing to the continuous improvement of bid management processes.

Requirements

Bachelor’s degree in Business Administration, Engineering, Information Technology, Marketing, or a related field.
5+ years of experience in bid management, tender management, proposal management, or a similar role.
Strong understanding of RFP, RFQ, RFI, ITT, and tender processes.
Strong project management and stakeholder management skills.
Excellent written and verbal communication skills in English and Arabic.
Strong attention to detail and ability to manage multiple bids and tight deadlines simultaneously.
Strong analytical, organizational, and problem-solving skills.
Proficiency in Microsoft Office, particularly Word, Excel, and PowerPoint.

Nice To Haves

Experience working with government entities, semi-government organizations, or large enterprises is an advantage.
Experience in technology, IT services, digital transformation, consulting, or professional services is preferred.

Responsibilities

Manage the end-to-end bid management process, from opportunity identification and qualification through final submission.
Review RFPs, RFQs, ITTs, and tender documents to identify requirements, evaluation criteria, risks, and submission deadlines.
Develop bid plans, timelines, responsibilities, and submission schedules.
Coordinate with Business Development, Sales, Presales, Technical, Project Management, Finance, Legal, HR, and other stakeholders to collect required inputs.
Lead proposal development and ensure all technical, commercial, administrative, and contractual requirements are addressed.
Prepare and maintain bid response templates, compliance matrices, submission checklists, and supporting documentation.
Ensure proposals are aligned with client requirements and Saudi regulatory and tendering requirements.
Coordinate the preparation of technical and commercial proposals, presentations, and other bid deliverables.
Review proposals for accuracy, consistency, quality, and compliance before submission.
Manage clarification requests and coordinate responses with relevant internal stakeholders.
Identify potential risks, gaps, and dependencies within bids and escalate issues when required.
Support pricing and commercial proposal preparation in coordination with Finance and relevant business stakeholders.
Maintain a centralized pipeline and database of ongoing, submitted, won, and lost bids.
Conduct post-bid reviews to identify lessons learned and opportunities for continuous improvement.
Monitor tender portals and relevant procurement platforms for new opportunities.
Ensure all bids are submitted accurately and on time, with complete supporting documentation.
Maintain strong relationships with internal stakeholders and contribute to improving the organization's bid management processes.
