About The Position

The Department of Economic Security (DES) is seeking an experienced and highly motivated individual to join their team as a Benefits and Eligibility Supervisor for the Olive Field Office. This position supervises, plans, and coordinates the operations of a program of one or more benefits and eligibility units involved in the determination and issuance of public assistance and/or social service benefits. The role is responsible for effective supervision and administration of the division's eligibility program(s) staff, including staff development and training, succession planning, performance management, and related activities. The supervisor will also work with other managers and staff to evaluate and implement goals, responsibilities, policies, and procedures of the division. This is an in-office position.

Requirements

  • Knowledge in Federal, State, and agency statutes, rules, and regulations applicable to the area of assignment.
  • Fundamental leadership practices.
  • Interviewing and assessment techniques, community resources, customer service practices.
  • Written and verbal communication to explain and interpret Federal and State laws, statutes, rules, regulations, and guidelines applicable to the area of assignment.
  • Interpreting laws, statutes, rules, regulations, and guidelines for assigned areas.
  • Access, maintain, review, and interpret database information, compile and present program information.
  • Establish and maintain effective working relationships.
  • Identify, analyze, and evaluate situations or problems to determine appropriate courses of action.
  • A high school diploma or equivalent education and three years of experience performing eligibility work.
  • Must have driving or use of a vehicle as an essential function of the job to conduct State business.
  • Successfully pass background and reference check.
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Responsibilities

  • Train, supervise, and evaluate the performance of assigned staff; assign and adjust workloads.
  • Interpret and clarify program policies and procedures for staff and implement regulations or policy changes affecting the day-to-day operation of the unit.
  • Assist staff with difficult and complex cases, including providing consultation, handling some cases personally, making decisions on controversial cases, and consulting with senior management on recommended actions.
  • Prioritize and assign work of assigned unit(s) to maintain compliance with federal, state, and mandates; ensure the timeliness and accuracy of services delivered; identify and resolve existing and potential problems according to agency policies and program goals and objectives.
  • Conduct quality control and error management and prevention in eligibility services program(s), including conducting case reviews, evaluating accuracy, timeliness, and productivity using quality and quantity data from program reports, identifying error trends, implementing corrective action plans, and developing and conducting related training.
  • Compile and review statistical data associated with unit activities from case records, logs, computer files, and other sources and prepare requested reports.
  • Evaluate staffing needs, participate on hiring panels, and make recommendations for effective use of personnel resources.
  • Assist with identifying suspected fraud cases, preparing summaries of facts for fraud and overpayment, representing the agency in hearings and court appeals, and taking appropriate action as required.
